  The Senate met in regular session at 9:19 a.m., President Kramer
  presiding.

  Prayer was offered by Father Eugene Murray, pastor of the Holy
  Family Parish, Emmetsburg, Iowa.

  The Journal of Monday, March 17, 1997, was approved.

  SPECIAL GUESTS

  Senator Kibbie presented Colm Hilliard, T.D., member of the Irish
  Parliament, and his wife, the former Margaret Quinn, who are in
  Iowa as the guests of the Saint Patrick's Association of Emmetsburg,
  Iowa. Mr Hilliard addressed the Senate briefly and introduced the
  Irish Dancers present in the northwest balcony, students from West
  Bend-Mallard, Emmetsburg Middle School and Emmetsburg Catholic
  School: Amanda Brown, Laura Fog, Melissa Hinners, Abbie Lang,
  Valerie Mattice, Stephanie Peterson, Brie Ann Reedy and Denise
  Stafford. They will be performing in the Capitol rotunda later in the
  day.

  QUORUM CALL

  Senator Iverson requested a non record roll call to determine that a
  quorum was present.

  The vote revealed 42 present, 8 absent and a quorum present.
