  the drinking water facilities financing program, the drinking water
  treatment
  revolving loan fund, the drinking water facilities administration fund, and

  an effective date.

  BILL SIGNED BY THE GOVERNOR

  A communication was received announcing that on February 18,
  1997, the governor approved and transmitted to the secretary of state
  the following bill:

  S.F. 5 ( Relating to the registration fee for ex-prisoner of war motor
  vehicle plates
  and providing an effective date and a retroactive applicability date.
