  Final Vote: Ayes, 11: Redfern, Rehberg, Connolly, J. Black, Boettger,
  Kibbie, Lind,
  Neuhauser, Redwine, Rensink and Tinsman. Nays, 3: Dvorsky, Fink and
  Szymoniak.
