  Senator Connolly moved the adoption of amendment S-3007.

  A record roll call was requested.

  On the question "Shall amendment S-3007 be adopted?" (S.R. 1)
  the vote was:

  Rule 23, requiring all Senators present to vote except those who
  express a conflict of interest, was invoked.

  Amendment S-3007 lost.

  Senator Deluhery rose on a point of parliamentary inquiry to
  question if the voting machine should be locked after Senate Rule 23
  is invoked.

  The Chair stated that the voting machine should be locked after
  Senate Rule 23 is invoked.

  Senator Connolly asked and received unanimous consent that
  action on Senate Resolution 1  be deferred.
