representative from Kossuth County.

proposing an amendment to the Constitution of the State of Iowa
establishing a state general fund expenditure limitation.

House Joint Resolution 4, by Cormack, a joint resolution
proposing an amendment to the Constitution of the State of Iowa
to allow the recall, by petition and election, of the Governor,
Lieutenant Governor, Secretary of State, Auditor of State,
Treasurer of State, Attorney General, Secretary of Agriculture,
members of the General Assembly, and elective officials of
political subdivisions.

House File 45, by Lord, a bill for an act exempting services
provided by licensed massage therapists from the state services
tax.
Read first time and referred to committee on ways and means.
House File 46, by Greig, a bill for an act relating to state
reimbursements to local governments for certain property tax
credits and exemptions, requiring full funding of the cost of
exemptions and credits, and providing applicability date
provisions.
Read first time and referred to committee on appropriations.
MESSAGE FROM THE SENATE
The following message was received from the Senate:
Mr. Speaker: I am directed to inform your honorable body that
the Senate has on January 16, 1997, adopted the following
resolution in which the concurrence of the Senate was asked:

House Concurrent Resolution 4, a concurrent resolution
requesting the Congress of the United States to submit to the
States for ratification a balanced budget amendment to the
United States Constitution.
