The bill having received a constitutional majority was declared
to have passed the House and the title was agreed to.
House File 453, a bill for an act relating to the grounds for
termination of parental rights of a putative father, with report
of committee recommending passage, was taken up for
consideration.
Boddicker of Cedar offered the following amendment H-1365 filed
by him and Jochum of Dubuque, and moved its adoption:

H-1365

 1     Amend House File 453 as follows:
 2     1.  Page 1, line 5, by striking the word
 3   "willfully".
 4     2.  Page 2, line 13, by inserting after the word
 5   "child" the following:  ", or whether the putative
 6   father demonstrated emotional support as evidenced by
 7   the putative father's conduct toward the mother".
 8     3.  Page 3, line 5, by inserting after the figure
 9   "(1)." the following:  "In making a determination, the
10   court may consider the conduct of the putative father
11   toward the child's mother during the pregnancy."
Amendment H-1365 was adopted.
Boddicker of Cedar moved that the bill be read a last time now
and placed upon its passage which motion prevailed and the bill
was read a last time.
