PAG LIN 1 1 Section 1. Section 84A.1A, subsection 1, Code 1997, is 1 2 amended to read as follows: 1 3 1. An Iowa workforce development board is created, 1 4 consisting of nine voting members appointed by the governor 1 5 andseveneight ex officio nonvoting members. The ex officio 1 6 nonvoting members are four legislative members; one president 1 7 or the president's designee of the university of northern 1 8 Iowa, the university of Iowa, or Iowa state university of 1 9 science and technology, designated by the state board of 1 10 regents on a rotating basis; one representative from the 1 11 largest statewide public employees' organization representing 1 12 state employees; one president or the president's designee of 1 13 an independent Iowa college, appointed by the Iowa association 1 14 of independent colleges and universities; and one 1 15 superintendent or the superintendent's designee of a community 1 16 college, appointed by the Iowa association of community 1 17 college presidents. The legislative members are two state 1 18 senators, one appointed by the president of the senate, after 1 19 consultation with the majority leader of the senate, and one 1 20 appointed by the minority leader of the senate, after 1 21 consultation with the president of the senate, from their 1 22 respective parties; and two state representatives, appointed 1 23 by the speaker after consultation with the majority and 1 24 minority leaders of the house of representatives from their 1 25 respective parties. Not more than five of the voting members 1 26 shall be from the same political party. Of the nine voting 1 27 members, one member shall represent a nonprofit organization 1 28 involved in workforce development services, four members shall 1 29 represent employers, and four members shall represent 1 30 nonsupervisory employees. Of the members appointed by the 1 31 governor to represent nonsupervisory employees, two members 1 32 shall be from statewide labor organizations, one member shall 1 33 be an employee representative of a labor management council, 1 34 and one member shall be a person with experience in worker 1 35 training programs. The governor shall consider 2 1 recommendations from statewide labor organizations for the 2 2 members representing nonsupervisory employees. The governor 2 3 shall appoint the nine voting members of the board for a term 2 4 of four years beginning and ending as provided by section 2 5 69.19, subject to confirmation by the senate, and the 2 6 governor's appointments shall include persons knowledgeable in 2 7 the area of workforce development. 2 8 Sec. 2. EFFECTIVE DATE. This Act, being deemed of 2 9 immediate importance, takes effect upon enactment. 2 10 EXPLANATION 2 11 This bill adds an additional ex officio nonvoting member to 2 12 the Iowa workforce development board. The bill provides that 2 13 the additional member be a president, or president's designee, 2 14 from an independent Iowa college, appointed by the Iowa 2 15 association of independent colleges and universities. 2 16 This bill takes effect upon enactment. 2 17 LSB 2687SC 77 2 18 ec/jw/5
