1 1 Section 1. NEW SECTION. 237A.30 CHILD DAY CARE QUALITY
1 2 RATING SYSTEM.
1 3 1. The department shall develop a three-tiered quality
1 4 rating system applicable to child day care facilities that
1 5 receive public funding. The highest quality rating given to
1 6 qualified child day care facilities shall be the gold seal
1 7 quality care rating designation in accordance with standards
1 8 developed pursuant to this section.
1 9 2. a. In developing the quality rating standards for the
1 10 three-tiered system, the department of human services shall
1 11 consult with the department of education, the state child day
1 12 care advisory council, the Iowa head start directors
1 13 association, and parents utilizing child day care facilities.
1 14 b. The quality rating standards shall incorporate any
1 15 accreditation by a nationally recognized accrediting
1 16 association whose requirements substantially meet or exceed
1 17 the requirements established by the national association for
1 18 the education of young children, the national association of
1 19 family child care, or the national early childhood program
1 20 accreditation commission. The quality rating standards shall
1 21 provide that a child day care facility which holds such an
1 22 accreditation is eligible to receive the designation to
1 23 operate as a gold seal child day care facility.
1 24 3. Subject to an appropriation made for this purpose, the
1 25 department shall provide additional reimbursement to those
1 26 child day care facilities which hold the gold seal quality
1 27 care designation in accordance with this section.
1 28 4. In April of each year during the week of national
1 29 recognition of young children, the governor shall annually
1 30 recognize those child day care facilities which hold the gold
1 31 seal quality care designation.
1 32 EXPLANATION
1 33 This bill relates to child day care by creating a quality
1 34 rating system for publicly funded child day care facilities.
1 35 The department of human services is directed to establish a
2 1 three-tiered quality rating system for child day care
2 2 facilities. By definition in Code chapter 237A, child day
2 3 care facilities include child care centers, group day care
2 4 homes, and registered family day care homes. The highest
2 5 rating to be given to the facilities is the gold seal quality
2 6 care designation.
2 7 The department is to consult with the department of
2 8 education, the state child day care advisory council, the Iowa
2 9 head start directors association, and parents who utilize
2 10 child day care services in developing the quality rating
2 11 system.
2 12 Under the bill, a child day care facility which holds an
2 13 accreditation by a nationally recognized accrediting
2 14 association whose standards substantially meet or exceed those
2 15 established by various national child day care standards
2 16 organizations listed in the bill is automatically eligible for
2 17 the gold seal designation.
2 18 If funds are appropriated for this purpose, the department
2 19 is to provide additional reimbursement to child day care
2 20 facilities holding the gold seal quality care designation.
2 21 The bill requires the governor to annually recognize those
2 22 facilities which hold the gold seal designation. The
2 23 recognition is to be provided during the national week of
2 24 recognition for young children in April of each year.
