PAG LIN 1 1 Section 1. NEW SECTION. 455B.282 SURFACE WATER AND 1 2 GROUNDWATER MONITORING. 1 3 1. The commission shall establish and administer a long- 1 4 term surface water monitoring program which includes, at a 1 5 minimum, all of the following elements: 1 6 a. A significant number of fixed monitoring sites selected 1 7 to include a full array of geographical conditions and 1 8 watershed sizes. 1 9 b. Inclusion of lakes, reservoirs, ponds, and wetlands in 1 10 regular surface water monitoring. 1 11 c. High frequency of sampling at a significant number of 1 12 fixed station sites to provide information on contaminant 1 13 concentration and movement. 1 14 d. Analysis of samples for common pesticides at all fixed 1 15 station sites and analysis of pesticide metabolites at all 1 16 fixed station sites located at large river monitoring sites. 1 17 e. Implementation of watershed-based rotational monitoring 1 18 where a portion of the watersheds are intensively monitored on 1 19 a cyclical basis of one out of every five years. 1 20 f. Incorporation of biological monitoring into the 1 21 monitoring for all sites. 1 22 g. Problem assessment and research. 1 23 2. The commission shall establish and administer a long- 1 24 term groundwater monitoring program which includes, at a 1 25 minimum, the following elements: 1 26 a. Fixed station, long-term monitoring to collect baseline 1 27 data for trend analysis in six major aquifers. Water levels 1 28 at the aquifer sites shall be monitored and each site shall be 1 29 regularly sampled for inorganics, common herbicides, and 1 30 selected volatile organic compounds. 1 31 b. An ambient rotational groundwater quality monitoring 1 32 program conducted in cooperation with the United States 1 33 geological survey and the university of Iowa hygienic 1 34 laboratory. 1 35 c. Identification of groundwater quality issues and 2 1 conducting of research needed to address the issues. The 2 2 issues shall initially include, but not be limited to, all of 2 3 the following: 2 4 (1) Identification of storage and handling of hazardous 2 5 materials and facilities. 2 6 (2) The relative contribution of point and nonpoint 2 7 sources of groundwater contamination. 2 8 (3) Organic chemicals in unsaturated zones. 2 9 (4) The effects of large withdrawals on aquifers. 2 10 (5) Identification of recharge zones for all aquifers. 2 11 Sec. 2. APPROPRIATION. There is appropriated from the 2 12 general fund of the state to the department of natural 2 13 resources for the fiscal year beginning July 1, 1998, and 2 14 ending June 30, 1999, the following amount, or so much thereof 2 15 as is necessary, to be used for the purposes designated: 2 16 For the surface water and groundwater monitoring programs, 2 17 including salaries, support, maintenance, miscellaneous 2 18 purposes, and for not more than the following full-time 2 19 equivalent positions: 2 20 .................................................. $ 1,000,000 2 21 ............................................... FTEs 2.00 2 22 Notwithstanding section 8.33, moneys appropriated in this 2 23 section which remain unexpended or unobligated on June 30, 2 24 1999, shall not revert to the general fund of the state but 2 25 shall remain available for the purposes designated for the 2 26 fiscal year beginning July 1, 1999. 2 27 EXPLANATION 2 28 This bill requires the department of natural resources to 2 29 conduct long-term monitoring programs for surface water and 2 30 groundwater in the state. 2 31 The bill provides that the surface water monitoring program 2 32 shall include a significant number of fixed monitoring sites, 2 33 the inclusion of lakes, reservoirs, ponds, and wetlands in 2 34 monitoring, high frequency sampling at fixed sites, analysis 2 35 for common pesticides and analysis of pesticide metabolites at 3 1 fixed sites at large river monitoring sites, implementation of 3 2 watershed-based rotational monitoring, and incorporation of 3 3 biological monitoring into the monitoring of all sites. 3 4 The bill provides that the groundwater monitoring program 3 5 shall include long-term fixed station monitoring to collect 3 6 baseline data for trend analysis in six major aquifers, 3 7 conduct an ambient rotational groundwater quality monitoring 3 8 program, and identify and research groundwater issues. 3 9 The bill appropriates to the department of natural 3 10 resources $1 million for the surface water and groundwater 3 11 monitoring programs. 3 12 LSB 3842XS 77 3 13 tm/sc/14
