PAG LIN 1 1 Section 1. Section 321.285, subsection 6, Code 1997, is 1 2 amended to read as follows: 1 3 6. a. Notwithstanding any other speed restrictions, the 1 4 speed limit for all vehicular traffic on fully controlled- 1 5 access, divided, multilaned highways including the national 1 6 system of interstate highways issixty-fiveseventy miles per 1 7 hour. 1 8 b. The department may establish a speed limit of sixty- 1 9 five miles per hour on certain divided, multilaned highways. 1 10 However, the department or cities with the approval of the 1 11 department may establish a lower speed limit upon such 1 12 highways located within the corporate limits of a city. 1 13 c. For the purposes of this subsection, a fully 1 14 controlled-access highway is a highway that gives preference 1 15 to through traffic by providing access connections with 1 16 selected public roads only and by prohibiting crossings at 1 17 grade or direct private driveway connections. 1 18 d. A minimum speed may be established by the department on 1 19 the highways referred to in this subsection if warranted by 1 20 engineering and traffic investigations. 1 21 e. It is further provided that any kind of vehicle, 1 22 implement, or conveyance incapable of attaining and 1 23 maintaining a speed of forty miles per hour shall be 1 24 prohibited from using the interstate system. 1 25 EXPLANATION 1 26 This bill increases the speed limit for interstate and 1 27 other fully controlled-access, divided, multilaned highways 1 28 from 65 to 70 miles per hour for all vehicles. 1 29 LSB 3382XS 77 1 30 jm/sc/14.1
