PAG LIN 1 1 Section 1. NEW SECTION. 256.24 ADVANCED PLACEMENT 1 2 INCENTIVE GRANT PROGRAM. 1 3 1. The department of education shall develop and 1 4 administer an advanced placement incentive grant program to 1 5 provide for the allocation of grant moneys to public and 1 6 nonpublic high schools as follows: 1 7 a. A public high school is eligible for a grant of not 1 8 more than three thousand dollars if the proportion of students 1 9 enrolled in the high school who achieve advanced placement 1 10 scholar status is equal to or greater than the national 1 11 proportion of students enrolled in high schools who achieve 1 12 advanced placement scholar status. 1 13 b. A public high school is eligible for a grant of not 1 14 more than six thousand dollars if the proportion of students 1 15 enrolled in the high school who achieve advanced placement 1 16 scholar honors status is equal to or greater than the national 1 17 proportion of students enrolled in high schools who achieve 1 18 advanced placement scholar honors status. 1 19 c. A public high school is eligible for a grant of not 1 20 more than nine thousand dollars if the proportion of students 1 21 enrolled in the high school who achieve advanced placement 1 22 scholar with distinction status is equal to or greater than 1 23 the national proportion of students enrolled in high schools 1 24 who achieve advanced placement scholar with distinction 1 25 status. 1 26 d. A public or accredited nonpublic high school is 1 27 eligible for a grant of not more than one thousand dollars for 1 28 the purpose of creating teacher in-service programs that lead 1 29 to the development and implementation of advanced placement 1 30 courses and standards within the high school. 1 31 2. Grant moneys received in accordance with this section 1 32 shall be used for purposes of acquiring or maintaining 1 33 materials and technology for use by advanced placement 1 34 courses. 1 35 3. The board of directors of the school district and the 2 1 authorities in charge of an accredited nonpublic school may 2 2 apply to the department on behalf of a high school that meets 2 3 the requirements of subsection 1, on forms provided by the 2 4 department, to receive a grant under this program. The 2 5 department shall review the application and award grants to 2 6 high schools that meet the requirements of subsection 1 by 2 7 July 1 of each year for the previous school year. 2 8 4. Moneys received under this section shall not be 2 9 commingled with state aid payments made under section 257.16 2 10 to a school district and shall be accounted for by the local 2 11 school district separately from state aid payments. 2 12 5. Payments made to school districts under this section 2 13 are miscellaneous income for purposes of chapter 257 or are 2 14 considered encumbered. Each local school district shall 2 15 maintain a separate listing within its accounting records for 2 16 payments received and expenditures made pursuant to this 2 17 section. 2 18 6. For purposes of this section and section 261.20A, 2 19 "advanced placement" means a college-level course offered by a 2 20 high school using curriculum provided by the college entrance 2 21 examination board and "college board advanced placement 2 22 examination" means an examination provided by the college 2 23 entrance examination board. The examinations are administered 2 24 by high schools to students participating in advanced 2 25 placement classes and the examination grades are rated on a 2 26 scale provided by the college board. 2 27 Sec. 2. NEW SECTION. 261.20A IOWA ADVANCED PLACEMENT 2 28 SCHOLARSHIPS. 2 29 1. The college student aid commission shall develop and 2 30 administer an Iowa advanced placement scholarship program for 2 31 Iowa resident students who successfully complete a minimum of 2 32 three college board advanced placement examinations during the 2 33 period specified by the commission. The program shall include 2 34 the following four scholarship levels: 2 35 a. The advanced placement scholar award to be awarded to 3 1 each student who completes a minimum of three college board 3 2 advanced placement examinations with a score of three point 3 3 zero or greater based upon criteria of the college entrance 3 4 examination board. A scholarship awarded under this paragraph 3 5 shall provide assistance to a full-time student for not more 3 6 than two semesters, or if attending as a part-time student, 3 7 not more than four semesters of undergraduate study, or the 3 8 trimester or quarter equivalent. 3 9 b. The advanced placement scholar with honors award to be 3 10 awarded to each student who completes a minimum of four 3 11 college board advanced placement examinations with a score of 3 12 three point zero or greater on each examination based upon 3 13 criteria of the college entrance examination board and who has 3 14 an average examination grade of three point twenty-five or 3 15 greater based upon criteria of the college entrance 3 16 examination board. A scholarship awarded under this paragraph 3 17 shall provide assistance to a full-time student for not more 3 18 than four semesters, or if attending as a part-time student, 3 19 not more than eight semesters of undergraduate study, or the 3 20 trimester or quarter equivalent. 3 21 c. The advanced placement scholar with honors award to be 3 22 awarded to each student who completes a minimum of five 3 23 college board advanced placement examinations with a score of 3 24 three point zero or greater on each based upon criteria of the 3 25 college entrance examination board and who has an average exam 3 26 grade of at least three point five based upon criteria of the 3 27 college entrance examination board. A scholarship awarded 3 28 under this paragraph shall provide assistance to a full-time 3 29 student for not more than six semesters, or if attending as a 3 30 part-time student, not more than twelve semesters of 3 31 undergraduate study, or the trimester or quarter equivalent. 3 32 d. The advanced placement scholar with honors award to be 3 33 awarded to each student who completes a minimum of eight 3 34 college board advanced placement examinations with a score of 3 35 four point zero or greater on each examination based upon 4 1 criteria of the college entrance examination board. A 4 2 scholarship awarded under this paragraph shall provide 4 3 assistance to a full-time student for not more than eight 4 4 semesters, or if attending as a part-time student, not more 4 5 than sixteen semesters of undergraduate study, or the 4 6 trimester or quarter equivalent. 4 7 2. An applicant for an Iowa advanced placement scholarship 4 8 must meet the following initial requirements: 4 9 a. Complete and file an application determined by the 4 10 commission for a tuition grant. 4 11 b. Report promptly to the commission any information 4 12 requested. 4 13 c. Complete requirements for the high school diploma or 4 14 its equivalent by the end of the summer preceding entrance 4 15 into college. 4 16 d. Plan to enroll as a full-time freshman student at an 4 17 accredited private institution as defined in section 261.9, 4 18 subsection 1, community college as defined in section 260C.2, 4 19 or institution of higher learning under the control of the 4 20 state board of regents. 4 21 3. a. The amount of a scholarship to a qualified full- 4 22 time student for the fall and spring semesters, or the 4 23 trimester equivalent, shall be the amount of the student's 4 24 financial need for that period. However, if a student elects 4 25 to attend an accredited private institution under this 4 26 section, the amount of a scholarship under this subsection 4 27 shall not exceed the resident tuition rate established for 4 28 institutions of higher learning under the control of the state 4 29 board of regents. 4 30 b. The amount of a scholarship to a qualified full-time 4 31 student for the summer semester or trimester equivalent shall 4 32 be one-half the amount of the scholarship the student receives 4 33 under paragraph "a". 4 34 c. The amount of a scholarship to a qualified part-time 4 35 student enrolled in a course of study including at least three 5 1 semester hours but fewer than twelve semester hours for the 5 2 fall, spring, and summer semesters, or the trimester or 5 3 quarter equivalent, shall be equal to the amount of a 5 4 scholarship that would be paid to a full-time student times a 5 5 number which represents the number of hours in which the part- 5 6 time student is actually enrolled divided by twelve semester 5 7 hours, or the trimester or quarter equivalent. 5 8 4. There is appropriated from the general fund of the 5 9 state to the college student aid commission for each fiscal 5 10 year an amount sufficient to pay for scholarships awarded to 5 11 students who qualify under this section. 5 12 5. The college student aid commission shall adopt rules 5 13 pursuant to chapter 17A to administer this section. 5 14 6. For purposes of this section and section 261.20A, 5 15 "advanced placement" means a college-level course offered by a 5 16 high school using curriculum provided by the college entrance 5 17 examination board and "college board advanced placement 5 18 examination" means an examination provided by the college 5 19 entrance examination board. The examinations are administered 5 20 by high schools to students participating in advanced 5 21 placement classes and the examination grades are rated on a 5 22 scale provided by the college board. 5 23 Sec. 3. NEW SECTION. 261.44A ADVANCED PLACEMENT TEACHER 5 24 TRAINING REIMBURSEMENT PAYMENTS. 5 25 An individual is eligible for reimbursement payments under 5 26 the guaranteed loan payment program if the individual meets 5 27 all of the following conditions: 5 28 1. Is a teacher employed on a full-time basis under 5 29 sections 279.13 through 279.19 in a school district in this 5 30 state, is a teacher in an accredited nonpublic school in this 5 31 state, or is a licensed teacher at the Iowa braille and sight 5 32 saving school or the Iowa school for the deaf. 5 33 2. As of the beginning of a school year, has an 5 34 outstanding debt with an eligible lender under the Iowa 5 35 guaranteed loan program or has parents with an outstanding 6 1 debt with an eligible lender under the PLUS loan program. 6 2 3. Has never defaulted on a loan guaranteed by the 6 3 commission or by the federal government. 6 4 4. Teaches advanced placement courses using a curriculum 6 5 established by the college entrance examination board at the 6 6 high school level. 6 7 5. The maximum annual reimbursement payment to an eligible 6 8 teacher for loan repayments made during a school year is the 6 9 amount necessary to pay not more than the tuition charged for 6 10 an advanced placement training institute or an advanced 6 11 placement program of coursework offered by a community college 6 12 in this state, an institution under the control of the state 6 13 board of regents, or an accredited private institution as 6 14 defined in section 261.9, subsection 1. However, payments 6 15 made under this section shall not exceed the resident tuition 6 16 rate for a regents university. 6 17 6. The commission may sign contracts with eligible 6 18 students at or after the time of loan origination to assure 6 19 loan repayment. 6 20 EXPLANATION 6 21 This bill creates an advanced placement incentive grant 6 22 program for public high schools with a certain percentage of 6 23 advanced placement scholars, and for public and accredited 6 24 nonpublic high schools for the creation of teacher in-service 6 25 programs which develop and implement advanced placement 6 26 courses and standards within the high school. The bill also 6 27 creates an Iowa advanced placement scholarship program for 6 28 students who reach various levels as advanced placement 6 29 scholars. Lastly, the bill provides that a person is eligible 6 30 for reimbursement payments under the guaranteed loan payment 6 31 program if that person is a teacher who attended an advanced 6 32 placement training institute or an accredited posthigh school 6 33 advanced placement program. 6 34 The department of education is charged with the 6 35 responsibility of developing and administering the advanced 7 1 placement incentive grant program for the allocation of grant 7 2 moneys to public and nonpublic high schools. All public and 7 3 accredited nonpublic high schools are eligible for a grant of 7 4 not more than $1,000 for the creation of teacher in-service 7 5 programs that develop and implement advanced placement courses 7 6 and standards within the high school. A public high school is 7 7 eligible for a grant of $3,000, $6,000, or $9,000, if the 7 8 proportion of students enrolled in the high school who achieve 7 9 the respective status of advanced placement scholar, scholar 7 10 honors, or scholar with distinction, as determined by the 7 11 college entrance examination board, is equal to or greater 7 12 than the national proportion of students who achieve the 7 13 respective status level. Advanced placement incentive grant 7 14 program grant moneys shall be expended for purposes of 7 15 acquiring or maintaining materials and technology for use by 7 16 advanced placement courses. 7 17 The college student aid commission is responsible for 7 18 developing and administering an Iowa advanced placement 7 19 scholarship program for Iowa resident students who 7 20 successfully complete a minimum of three college board 7 21 advanced placement examinations during the period specified by 7 22 the commission. The scholarships are awarded for one, two, 7 23 three, or four years, depending upon the score a student 7 24 achieves on a minimum level of college board advanced 7 25 placement examinations. 7 26 A scholarship applicant must plan to enroll as a full-time 7 27 freshman student at an accredited private institution located 7 28 in Iowa or a state posthigh school institution. The amount of 7 29 a scholarship to a qualified student shall be the amount of 7 30 the student's financial need, but shall not exceed the 7 31 resident tuition rate established for institutions of higher 7 32 learning under the control of the state board of regents. 7 33 The bill provides a standing appropriation to the college 7 34 student aid commission of an amount sufficient for each fiscal 7 35 year to pay for scholarship awards to students who qualify 8 1 under this section. 8 2 The bill provides that a full-time teacher who teaches 8 3 advanced placement courses at the high school level is 8 4 eligible for reimbursement payments under the guaranteed loan 8 5 payment program if the teacher has an outstanding debt with an 8 6 eligible lender under the Iowa guaranteed loan program or has 8 7 parents with an outstanding debt with an eligible lender under 8 8 the PLUS loan program, and has never defaulted on a loan 8 9 guaranteed by the commission or by the federal government. 8 10 The maximum annual reimbursement payment to an eligible 8 11 teacher is the amount necessary to pay not more than the 8 12 tuition charged for an advanced placement training institute 8 13 or an advanced placement program of coursework offered by an 8 14 accredited posthigh school institution in this state. 8 15 However, payments shall not exceed the resident tuition rate 8 16 for a regents university. 8 17 LSB 2136XS 77 8 18 kh/jj/8
