1 1 Section 1. Section 15A.1, Code 1997, is amended by adding
1 2 the following new subsection:
1 3 NEW SUBSECTION. 4. All economic development programs
1 4 shall include, as part of the eligibility criteria, all of the
1 5 following provisions:
1 6 a. In order to participate in the program, the applicant
1 7 must demonstrate the economic development assistance will
1 8 result in jobs that have a high wage scale, a low turnover
1 9 rate, and comprehensive health benefits.
1 10 b. In order for a corporation which is not new to
1 11 participate in the program, the applicant must demonstrate a
1 12 history of good corporate citizenship by providing business
1 13 records regarding environmental protection, compliance with
1 14 labor laws, and worker safety.
1 15 c. A participant who fails to continue compliance with
1 16 paragraphs "a" and "b" of this subsection after receiving
1 17 economic development assistance shall repay to the state, the
1 18 city, or the county all economic development assistance
1 19 received by the participant for the business under the
1 20 program.
1 21 EXPLANATION
1 22 This bill provides that economic development programs shall
1 23 include, as part of the eligibility criteria, all of the
1 24 following:
1 25 1. The applicant must demonstrate that the economic
1 26 assistance will result in high quality jobs.
1 27 2. An applicant that is a corporation which is not new
1 28 must demonstrate a history of good corporate citizenship.
1 29 3. A participant who fails to continue compliance with
1 30 high quality jobs and good corporate citizenship requirements
1 31 after receiving economic development assistance shall repay to
1 32 the state, the city, or the county all economic development
1 33 assistance received by the participant for the business under
1 34 the program.
