  1  1    Section 1.  Section 261B.3A, Code 1997, is amended to read
  1  2 as follows:
  1  3    261B.3A  REQUIREMENT.
  1  4    A school offering courses or programs of study leading to a
  1  5 degree in the state of Iowa shall be accredited by an agency
  1  6 or organization approved or recognized by the United States
  1  7 department of education or a successor agency and be approved
  1  8 for operation by the appropriate state agencies in all other
  1  9 states in which it operates or maintains a presence.  A school
  1 10 is exempt from this section if the programs offered by the
  1 11 school are limited to nondegree specialty vocational training
  1 12 programs.
  1 13    Sec. 2.  Section 261B.11, Code 1997, is amended by adding
  1 14 the following new subsection:
  1 15    NEW SUBSECTION.  11.  Postsecondary educational
  1 16 institutions offering programs limited to nondegree specialty
  1 17 vocational training programs.  
  1 18                           EXPLANATION
  1 19    This bill exempts postsecondary educational institutions,
  1 20 offering programs limited to nondegree specialty vocational
  1 21 training programs, from the chapter of the Code that requires
  1 22 postsecondary schools to register with the secretary of
  1 23 state's office.  Because the bill exempts these programs from
  1 24 the entire chapter, the bill also strikes from the Code a
  1 25 provision that exempts these programs from an accreditation
  1 26 requirement in the chapter.
