  1  4 EXTENDING THE REGULAR PROGRAM DISTRICT COST GUARANTEE FOR
  1  5    SCHOOL DISTRICTS FOR TWO YEARS, AND PROVIDING AN
  1  6    EFFECTIVE DATE.

  1  8 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:

  1 10    Section 1.  Section 257.14, subsection 1, Code 1997, is
  1 11 amended to read as follows:
  1 12    1.  For the budget years commencing July 1, 1991, July 1,
  1 13 1992, July 1, 1993, July 1, 1994, July 1, 1995 1997, and July
  1 14 1, 1996 1998, if the department of management determines that
  1 15 the regular program district cost of a school district for a
  1 16 budget year is less than the total of the regular program
  1 17 district cost plus any adjustment added under this section for
  1 18 the base year for that school district, the department of
  1 19 management shall provide a budget adjustment for that district
  1 20 for that budget year that is equal to the difference.
  1 21    Sec. 2.  Section 257.14, subsection 3, Code 1997, is
  1 22 amended by striking the subsection.
  1 23    Sec. 3.  This Act, being deemed of immediate importance,
  1 24 takes effect upon enactment for the purpose of computations
  1 25 required for the budget year beginning July 1, 1997.
