  1  1                 COLLEGE STUDENT AID COMMISSION
  1  2    Section 1.  There is appropriated from the general fund of
  1  3 the state to the college student aid commission for the fiscal
  1  4 year beginning July 1, 1997, and ending June 30, 1998, the
  1  5 following amounts, or so much thereof as is necessary, to be
  1  6 used for the purposes designated:
  1  7    1.  NATIONAL GUARD TUITION AID PROGRAM.  For payments to
  1  8 persons under the national guard tuition aid program
  1  9 established in section 261.21:  
  1 10 .................................................. $  2,000,000
  1 11    2.  STUDENT AID PROGRAMS.  For payments to students for the
  1 12 Iowa grant program under section 261.95:  
  1 13 .................................................. $  1,600,000
  1 14    Sec. 2.  Section 261.21, Code 1997, is amended by adding
  1 15 the following new subsection:
  1 16    NEW SUBSECTION.  6.  Notwithstanding section 8.33, funds
  1 17 appropriated for the program remaining unexpended and
  1 18 unobligated on June 30 of any fiscal year shall not revert to
  1 19 the general fund of the state but shall remain available for
  1 20 expenditure for the following fiscal year for the purposes of
  1 21 this section.
  1 22    Sec. 3.  Section 261.25, subsection 3, Code 1997, is
  1 23 amended to read as follows:
  1 24    3.  There is appropriated from the general fund of the
  1 25 state to the commission for each fiscal year the sum of one
  1 26 million six eight hundred eight seventy-five thousand two
  1 27 hundred fifty-seven dollars for vocational-technical tuition
  1 28 grants.  
  1 29                           EXPLANATION
  1 30    This bill funds the Iowa grant program and appropriates
  1 31 funds for vocational-technical grants at the levels requested
  1 32 by the college student aid commission.  The bill also
  1 33 appropriates $2 million to the national guard tuition aid
  1 34 program, which was established in Code section 261.21 with the
  1 35 enactment of House File 2477 in 1996.  The bill permits any
  2  1 unencumbered and unobligated national guard tuition aid
  2  2 program funds to be carried over into the following fiscal
  2  3 years for purposes of the program.
