PAG LIN 1 1 Section 1. Section 135.107, subsection 3, paragraph a, 1 2 Code 1997, is amended by adding the following new unnumbered 1 3 paragraph: 1 4 NEW UNNUMBERED PARAGRAPH. One hundred thousand dollars is 1 5 appropriated annually to the Iowa department of public health 1 6 from the general fund of the state for an expanded community 1 7 health enhancement program to fund projects demonstrating a 1 8 high degree of innovation or need in achieving a major 1 9 expansion of a region's primary care network or capacity. 1 10 Notwithstanding subparagraphs (1) and (2), funds received 1 11 pursuant to this paragraph shall be unrestricted in amount, 1 12 but shall not be awarded to a community with a population of 1 13 greater than ten thousand located within a region. Projects 1 14 for which grants may be awarded include, but are not limited 1 15 to, renovations of hospitals and clinics, the purchase of 1 16 major medical equipment, expansion of a provider network, or 1 17 the provision or expansion of medical services. Grants for 1 18 this enhancement program shall not be awarded in the same 1 19 fiscal year to a community or region which is receiving a 1 20 primary care recruitment and retention endeavor community 1 21 grant award pursuant to subparagraphs (1) and (2) for that 1 22 fiscal year. 1 23 Sec. 2. CENTER FOR RURAL HEALTH AND PRIMARY CARE. There 1 24 is appropriated from the general fund of the state to the Iowa 1 25 department of public health for the center for rural health 1 26 and primary care for the fiscal year beginning July 1, 1997, 1 27 and ending June 30, 1998, the following amount, or so much 1 28 thereof as is necessary, to be used for the purpose 1 29 designated: 1 30 For the primary care recruitment and retention endeavor: 1 31 .................................................. $ 265,000 1 32 Funds appropriated in this section shall expand the 1 33 existing community grant fund and the primary care loan 1 34 repayment and community scholarship program to the governor's 1 35 designated shortage areas and rural federally designated, 2 1 medically underserved areas, as established in section 2 2 135.107. Funds appropriated in this section for an expanded 2 3 community health enhancement program, when added to any other 2 4 appropriation by the general assembly, shall not exceed a 2 5 combined total of $100,000. 2 6 EXPLANATION 2 7 This bill makes an appropriation of $265,000 for the fiscal 2 8 year beginning July 1, 1997, and ending June 30, 1998, to the 2 9 Iowa department of public health for the center for rural 2 10 health and primary care. The funds are to be utilized to 2 11 expand the community grant fund and the primary care loan 2 12 repayment and community scholarship program to designated 2 13 shortage and medically underserved areas, established in Code 2 14 section 135.107. Of this amount, a standing appropriation of 2 15 $100,000 shall be allocated to expand the community health 2 16 enhancement project to fund projects demonstrating a high 2 17 degree of innovation or need in a major expansion of a 2 18 region's primary care network or capacity. 2 19 LSB 1563SS 77 2 20 rn/sc/14
