  1  1    Section 1.  Section 321.20, Code 1997, is amended by adding
  1  2 the following new unnumbered paragraph before unnumbered para-
  1  3 graph 1:
  1  4    NEW UNNUMBERED PARAGRAPH.  In order to register a vehicle
  1  5 and obtain a certificate of title, an owner must be sixteen
  1  6 years of age or older.
  1  7    Sec. 2.  Section 321.30, Code 1997, is amended by adding
  1  8 the following new subsection:
  1  9    NEW SUBSECTION.  14.  The applicant is not sixteen years of
  1 10 age or older as required by section 321.20 
  1 11                           EXPLANATION
  1 12    This bill provides that a person must be 16 years of age or
  1 13 older to register a vehicle and obtain a certificate of title.
