PAG LIN 1 1 Section 1. Section 321.1, Code 1997, is amended by adding 1 2 the following new subsection: 1 3 NEW SUBSECTION: 78A. For the purposes of this subsection, 1 4 "street rod vehicle" means a motor vehicle manufactured in 1 5 1948 or earlier which has been customized for safe road use 1 6 through modifications to the body, drive train, suspension, 1 7 brake systems, or other components. 1 8 Sec. 2. Section 321.34, subsection 1, Code 1997, is 1 9 amended to read as follows: 1 10 1. PLATES ISSUED. The county treasurer upon receiving 1 11 application, accompanied by proper fee, for registration of a 1 12 vehicle shall issue to the owner one registration plate for a 1 13 street rod vehicle, motorcycle, motorized bicycle, truck 1 14 tractor, trailer, or semitrailer and two registration plates 1 15 for every other motor vehicle. The registration plates, 1 16 including special registration plates, shall be assigned to 1 17 the owner of a vehicle. When the owner of a registered 1 18 vehicle transfers or assigns ownership of the vehicle to 1 19 another person, the owner shall remove the registration plates 1 20 from the vehicle. The owner shall forward the plates to the 1 21 county treasurer where the vehicle is registered or the owner 1 22 may have the plates assigned to another vehicle within thirty 1 23 days after transfer, upon payment of the fees required by law. 1 24 The owner shall immediately affix registration plates retained 1 25 by the owner to another vehicle owned or acquired by the 1 26 owner, providing the owner complies with section 321.46. The 1 27 department shall adopt rules providing for the assignment of 1 28 registration plates to the transferee of a vehicle for which a 1 29 credit is allowed under section 321.46, subsection 6. 1 30 Sec. 3. Section 321.422, Code 1997, is amended to read as 1 31 follows: 1 32 321.422 RED LIGHT IN FRONT. 1 33NoA person shall not drive or move any vehicle or 1 34 equipment upon any highway with any lamp or device thereon 1 35 displaying or reflecting a red light visible from directly in 2 1 front thereof. This section shall not apply to authorized 2 2 emergency vehicles, or school buses and vehicles as provided 2 3 in section 321.423, subsection 6.NoA person shall not 2 4 display any color of light other than red on the rear of any 2 5 vehicle, except that stop lights and directional signals may 2 6 be red, yellow, or amber. However, a person may display blue 2 7 dot lights on the rear of a street rod vehicle in place of the 2 8 vehicle's regular stop lights or directional signals. For the 2 9 purposes of this chapter, blue dot lights are defined as a red 2 10 lamp containing a blue or purple insert that is not more than 2 11 one inch in diameter. 2 12 EXPLANATION 2 13 This bill provides that the owner of a street rod vehicle 2 14 is to be issued only one vehicle registration plate. A street 2 15 rod vehicle is defined in the bill as a motor vehicle which 2 16 was manufactured in 1948 or earlier and which has been 2 17 customized through modifications to the body, drive train, 2 18 suspension, brake systems, or other components. The bill also 2 19 allows street rod vehicles to have blue dot rear lights in 2 20 place of regular stop lights or directional signals. Blue dot 2 21 lights are defined as a red lamp containing a blue or purple 2 22 insert that is not more than one inch in diameter.
