1 4 (SUCCESSOR TO SSB 2216)
1 5 A Senate Concurrent Resolution requesting that the
1 6 legislative council establish an interim study
1 7 committee to consider increasing the percent of
1 8 oxygen by weight in motor vehicle fuel.
1 9 WHEREAS, more than 40 percent of this nation's air
1 10 pollution is caused by vehicles, emitting a variety of
1 11 petroleum-based pollutants which endanger the public's
1 12 health and natural environment, including carcinogenic
1 13 organic vapors, benzene and other aromatics, nitrogen
1 14 oxides, particulate matter in the form of smoke and
1 15 soot, carbon monoxide, and carbon dioxide; and
1 16 WHEREAS, motor vehicle fuel which includes a higher
1 17 percent of oxygen enhances octane levels and provides
1 18 better fuel combustion resulting in reduced levels of
1 19 harmful pollutants; and
1 20 WHEREAS, members of the Iowa Senate and Iowa House
1 21 of Representatives have long supported the production
1 22 of ethanol as a vital component in promoting clean
1 23 air, supporting this state's economy, and reducing
1 24 imported nonrenewable energy sources; and
1 25 WHEREAS, this state has long championed industries
1 26 which add value to agricultural commodities produced
1 27 by farmers in this state; and
1 28 WHEREAS, persons involved in the production and
1 29 processing of corn in Iowa significantly contribute to
1 30 the wealth of this nation by supporting the production
2 1 of agricultural commodities and value-added products;
2 2 NOW THEREFORE,
2 3 BE IT RESOLVED BY THE SENATE, THE HOUSE OF
2 4 REPRESENTATIVES CONCURRING, That the legislative
2 5 council is requested to establish an interim study
2 6 committee to consider the percent of oxygen by weight
2 7 currently contained in motor vehicle fuel, its effects
2 8 on this state's economy, public health, and natural
2 9 environment, and to investigate methods to increase
2 10 the oxygenate content in motor vehicle fuel in
2 11 appropriate circumstances; and
2 12 BE IT FURTHER RESOLVED, That the interim study
2 13 committee submit its findings and recommendations,
2 14 including any proposed legislation, for consideration
2 15 by the 1999 Session of the Seventy-eighth General
2 16 Assembly.
