1 2 BY COMMITTEE ON NATURAL RESOURCES AND ENVIRONMENT
1 3 (SUCCESSOR TO SSB 2217)
1 4 A Concurrent Resolution requesting the establishment
1 5 of a conference to study the protection of the Loess
1 6 Hills areas of this state.
1 7 WHEREAS, the Iowa Loess Hills, encompassing more
1 8 than 600,000 acres, hold an abundance of rare plant
1 9 and animal communities including some of the few
1 10 remaining plats of native prairie grasses; and
1 11 WHEREAS, the State of Iowa is establishing the
1 12 Loess Hills Pioneer State Forest which currently
1 13 includes approximately 9,000 acres of forest, grass,
1 14 and cropland; and
1 15 WHEREAS, the loess deposits are highly erodible
1 16 soils which warrant appropriate conservation
1 17 management practices to protect the land from severe
1 18 soil losses; and
1 19 WHEREAS, many areas of Iowa's Loess Hills are
1 20 suitable for multiple public uses and benefits
1 21 including outdoor recreation, wildlife habitat, and
1 22 historical, geological, and cultural investigation;
1 23 NOW THEREFORE,
1 24 BE IT RESOLVED BY THE SENATE, THE HOUSE OF
1 25 REPRESENTATIVES CONCURRING, That the legislative
1 26 council is requested to establish a conference to
1 27 develop, study, and analyze proposals for the
1 28 designation and protection of loess soil areas which
1 29 possess outstanding cultural and natural values, such
1 30 as scenic, forest, prairie, mineral, geological,
2 1 historic, archaeological, recreational, educational,
2 2 water quality, or flood protection values.
2 3 BE IT FURTHER RESOLVED, That the legislative
2 4 council may authorize the Loess Hills Development
2 5 Authority to coordinate the study and develop
2 6 recommendations relating to the protection,
2 7 preservation, and uses of land in the Loess Hills
2 8 areas of this state.
2 9 BE IT FURTHER RESOLVED, That the conference shall
2 10 report its findings and recommendations to the
2 11 legislative council and to the members of the general
2 12 assembly.
