PAG LIN 1 1 SENATE CONCURRENT RESOLUTION NO. ___ 1 2 BY NEUHAUSER 1 3 A Resolution honoring Ms. Barbara Grohe for being 1 4 named the 1998 National Superintendent of the Year. 1 5 WHEREAS, Ms. Barbara Grohe possesses a bachelor's 1 6 degree in education from Clarion State College, 1 7 Clarion, Pennsylvania, a master's degree in education 1 8 from Ohio University, Athens, Ohio, and a doctorate in 1 9 urban education from the University of Milwaukee; and 1 10 WHEREAS, Ms. Grohe has amassed over 30 years of 1 11 experience as an educator, serving in a wide variety 1 12 of capacities including as an elementary school 1 13 teacher and unit leader, a reading consultant, a local 1 14 program administrator for a federal special education 1 15 program, a right to read K-12 program director, an 1 16 assistant superintendent, and for the past 17 years as 1 17 a school superintendent in Shorewood, Wisconsin, and 1 18 Iowa City, Iowa; and 1 19 WHEREAS, Ms. Grohe has held the position of 1 20 superintendent of the Iowa City Community School 1 21 District, the eighth largest school district in the 1 22 state with an enrollment of 10,500 students in 1 23 kindergarten through grade 12, since 1990; and 1 24 WHEREAS, during her tenure as superintendent of the 1 25 Iowa City Community School District, Ms. Grohe has 1 26 adhered to a personal and professional philosophy of 1 27 profound concern for the children of our nation and 1 28 the belief that public education still paves the way 1 29 for their success, an awareness of the need to 1 30 understand and celebrate diversity in the school 2 1 environment, and a conviction that the disparate 2 2 elements in a local community must join forces to 2 3 develop a sense of ownership in their local public 2 4 school system; and 2 5 WHEREAS, the emphasis placed by Ms. Grohe on 2 6 community involvement in the educational experience of 2 7 children, and the forging of community and business 2 8 partnerships to facilitate that involvement, has 2 9 expanded the estimated number of such partnerships in 2 10 the Iowa City school district from approximately 25 2 11 when Ms. Grohe began as superintendent in 1990 to over 2 12 250 in 1998; and 2 13 WHEREAS, Ms. Grohe has been the author of an 2 14 extensive number of publications and a lecturer of 2 15 numerous presentations relating to many aspects of 2 16 American education, and has been the recipient of a 2 17 number of previous local and national education- 2 18 related honors and awards; and 2 19 WHEREAS, Ms. Grohe was recently named Iowa's 2 20 Superintendent of the Year, and is the first female to 2 21 be selected for this honor; and 2 22 WHEREAS, it was announced on February 27, 1998, 2 23 that Ms. Grohe has been named the National 2 24 Superintendent of the Year by a blue ribbon panel of 2 25 leaders in education, business, and government, 2 26 employing selection criteria which included leadership 2 27 for learning, communications skills, professional 2 28 development, and community involvement, from among the 2 29 50 state superintendents of the year at the American 2 30 Association of School Administrators National 3 1 Conference on Education in San Diego, California; NOW 3 2 THEREFORE, 3 3 BE IT RESOLVED BY THE SENATE, THE HOUSE OF 3 4 REPRESENTATIVES CONCURRING, That the General Assembly 3 5 recognizes and honors Ms. Barbara Grohe for her 3 6 lifetime of work and achievement in the field of 3 7 education, for her commitment to ensuring that the 3 8 children of the state of Iowa receive the best 3 9 possible public education, and for her outstanding 3 10 accomplishment in being selected the 1998 National 3 11 Superintendent of the Year. 3 12 BE IT FURTHER RESOLVED, That an official copy of 3 13 this Resolution be prepared for presentation to Ms. 3 14 Barbara Grohe. 3 15 LSB 4375SS 77 3 16 rn/sc/14
