  1  1           SENATE CONCURRENT RESOLUTION _____
  1  2                BY  COMMITTEE ON COMMERCE
  1  3                  (SUCCESSOR TO SSB 16)
  1  4 A Concurrent Resolution encouraging the federal 
  1  5    government to investigate the pricing of liquid
  1  6    propane gas and other heating fuels.
  1  7    WHEREAS, the price of liquid propane gas in Iowa
  1  8 reached an average of $1.01 per gallon on December 23,
  1  9 1996, while other midwest states experienced
  1 10 significantly lower prices; and
  1 11    WHEREAS, approximately 14 percent of Iowans use
  1 12 liquid propane gas for heating purposes, and
  1 13 additional supplies are used by farmers for drying
  1 14 grain; and
  1 15    WHEREAS, the high price of other heating fuels used
  1 16 by Iowans remains a concern; and
  1 17    WHEREAS, Iowans are entitled to a pricing structure
  1 18 free from manipulation and to equitable prices with
  1 19 respect to liquid propane gas and other heating fuels;
  1 20 NOW THEREFORE,
  1 21    BE IT RESOLVED BY THE SENATE, THE HOUSE OF
  1 22 REPRESENTATIVES CONCURRING, That the federal
  1 23 administration and Congress are encouraged and
  1 24 requested to investigate the pricing mechanism for and
  1 25 the prices of liquid propane gas and other heating
  1 26 fuels to assure that Iowans and the citizens of other
  1 27 states affected by these prices are paying fair and
  1 28 reasonable prices; and
  1 29    BE IT FURTHER RESOLVED, That such investigation
  1 30 also include an inquiry as to why reserves have been
  2  1 inadequate at a time when the demand for such fuels is
  2  2 high and an analysis as to how the supply system used
  2  3 by refineries and suppliers might be improved so that
  2  4 heating fuel supplies can be transported efficiently
  2  5 and in a cost-effective manner to meet demand; and
  2  6    BE IT FURTHER RESOLVED, That upon passage by both
  2  7 the Senate and the House of Representatives, that
  2  8 copies of this resolution be delivered to the
  2  9 President of the United States, the members of Iowa's
  2 10 congressional delegation, and United States Secretary
  2 11 of Energy Hazel O'Leary or her successor.
