1 1 SENATE CONCURRENT RESOLUTION NO. ___

1 3 A Concurrent Resolution recognizing the importance
1 4 of training for emergency medical services (EMS)
1 5 dispatcher operators and identifying legislative
1 6 intent.
1 7 WHEREAS, the general assembly recognizes the need
1 8 for quality emergency medical services; and
1 9 WHEREAS, the telecommunicator or emergency medical
1 10 services dispatch operator is a critical link in
1 11 providing high quality emergency medical services,
1 12 particularly in the first hour when providing
1 13 appropriate care is critical and can dramatically
1 14 increase the chances of survival of an injured person;
1 15 and
1 16 WHEREAS, when properly trained, a telecommunicator
1 17 enhances the ability of EMS providers to provide such
1 18 high quality emergency medical services; and
1 19 WHEREAS, section 80B.11C was enacted during the
1 20 1996 legislative session requiring the director of the
1 21 Iowa Law Enforcement Academy to adopt rules
1 22 establishing minimum standards for training of
1 23 telecommunicators; NOW THEREFORE,
1 24 BE IT RESOLVED BY THE SENATE, THE HOUSE OF
1 25 REPRESENTATIVES CONCURRING, That the Director of the
1 26 Iowa Law Enforcement Academy is strongly urged to
1 27 adopt as soon as possible all necessary and
1 28 appropriate rules regarding the training of Iowa
1 29 telecommunicators, as directed in section 80B.11C, and
1 30 to implement such training to ensure that Iowans
2 1 continue to receive high quality emergency medical
2 2 services.
2 3 BE IT FURTHER RESOLVED, That upon passage by both
2 4 the Senate and the House of Representatives, a copy of
2 5 this resolution be delivered to the Director of the
2 6 Iowa Law Enforcement Academy.
