PAG LIN 1 1 Amend the House amendment, S-5400, to Senate File 1 2 2366, as amended, passed, and reprinted by the Senate, 1 3 as follows: 1 4 #1. Page 14, by inserting after line 31 the 1 5 following: 1 6 "Sec. 100. Section 257.6, subsection 5, Code 1997, 1 7 is amended to read as follows: 1 8 5. WEIGHTED ENROLLMENT. Weighted enrollment is 1 9 the budget enrollment plus the district's additional 1 10 enrollment because of special education calculated on 1 11 December 1 of the base year plus additional pupils 1 12 added due to the application of the supplementary 1 13 weighting pursuant to sections 257.11 and 257.12A. 1 14 Weighted enrollment for special education support 1 15 services costs is equal to the weighted enrollment 1 16 minus the additional pupils added due to the 1 17 application of the supplementary weighting. 1 18 Sec. 101. NEW SECTION. 257.12A CLASS SIZE 1 19 REDUCTION WEIGHTING PROGRAM. 1 20 1. There is established a class size reduction 1 21 weighting program to provide additional funds for 1 22 school districts that develop a class size reduction 1 23 plan. To be eligible for supplementary weighting as 1 24 provided in this section, a school district shall 1 25 submit annually by April 15 of the base year to the 1 26 department of education a plan which includes, at a 1 27 minimum, the goals of reducing class size in 1 28 kindergarten and grades one through three, instituting 1 29 professional development to assist teachers in 1 30 teaching challenging curricula more effectively, and 1 31 engaging parents, teachers, school administrators, and 1 32 students in the achievement of the shared goal of 1 33 raising student achievement levels. In addition, the 1 34 plan shall provide for methods for measuring student 1 35 achievement and progress. 1 36 2. A pupil enrolled in a school district that 1 37 meets the requirements of subsection 1, and who is 1 38 assigned to a self-contained classroom in which the 1 39 student-to-teacher ratio is not more than fifteen 1 40 students to one teacher, or the equivalent in a school 1 41 that utilizes team teaching methods, and who is 1 42 receiving at a minimum the grade-appropriate 1 43 educational program provided in accordance with 1 44 section 256.11, is assigned a supplementary weighting 1 45 of two-tenths, which is in addition to any weighting 1 46 received under section 257.6, if the pupil is enrolled 1 47 in and attending the following: 1 48 a. Full-day kindergarten, or a combined 1 49 kindergarten and grade one program, in the fiscal year 1 50 beginning July 1, 1998, or in a succeeding fiscal 2 1 year. 2 2 b. Full-day kindergarten, a combined kindergarten 2 3 and grade one program, or grade one in the fiscal year 2 4 beginning July 1, 1999, or in a succeeding fiscal 2 5 year. 2 6 c. Full-day kindergarten, a combined kindergarten 2 7 and grade one program, grade one, or grade two in the 2 8 fiscal year beginning July 1, 2000, or in a succeeding 2 9 fiscal year. 2 10 d. Full-day kindergarten, a combined kindergarten 2 11 and grade one program, grade one, grade two, or grade 2 12 three in the fiscal year beginning July 1, 2001, or in 2 13 a succeeding fiscal year. 2 14 3. A school district shall provide a separate 2 15 accounting of the pupils eligible for supplemental 2 16 weighting in accordance with this section, when 2 17 certifying its actual enrollment to the department of 2 18 education." 2 19 #2. Page 24, by inserting after line 25 the 2 20 following: 2 21 "Sec. 102. Section 298.2, subsection 2, Code 2 22 Supplement 1997, is amended to read as follows: 2 23 2. If the electors of a school district have 2 24 authorized a voter-approved physical plant and 2 25 equipment levy not exceeding sixty-seven cents per 2 26 thousand dollars of assessed valuation in the district 2 27 prior to July 1, 1997, the levy shall continue for the 2 28 period authorized under the voter-approved levy, and 2 29 the maximum levy that can be authorized by the 2 30 electors under the voter-approved levy on or after 2 31 July 1, 1997,under this section,is an additional 2 32 sixty-seven cents in accordance with subsection 1, or 2 33 an additional ninety-two cents in accordance with 2 34 subsections 1 and 7, for a period to coincide with the 2 35 period for which the initial physical plant and 2 36 equipment levy in the district was approved. 2 37 Sec. 103. Section 298.2, Code Supplement 1997, is 2 38 amended by adding the following new subsection: 2 39 NEW SUBSECTION. 7. Notwithstanding subsection 1, 2 40 the voter-approved physical plant and equipment levy 2 41 in a school district may exceed the one dollar and 2 42 thirty-four cents per thousand dollars of assessed 2 43 valuation limit by twenty-five cents if the levy 2 44 exceeding one dollar and thirty-four cents per 2 45 thousand dollars of assessed valuation is established 2 46 by a school district that has developed a class size 2 47 reduction plan pursuant to section 257.12A. The 2 48 revenue from the levy of twenty-five cents above the 2 49 limits provided for in subsections 1 and 2 shall be 2 50 used for purposes of facilities-related costs 3 1 associated with reducing class size in kindergarten 3 2 and grades one through three." 3 3 #3. Sections 100, 101, 102, and 103 of this 3 6 Act, relating to class size reduction, take effect 3 7 July 1, 1998, for computations required for the school 3 8 year beginning July 1, 1999." 3 9 #4.
