1 5 "Sec. ___. COMPREHENSIVE EXAMINATION OF PUBLIC
1 6 RETIREMENT SYSTEM FUNDS AND INVESTMENT –
1 7 CONSOLIDATION – REPORT.
1 8 1. The director of the financial division of the
1 9 public safety peace officers' retirement, accident,
1 10 and disability system, the chief investment officer
1 11 and chief benefits officer of the Iowa public
1 12 employees' retirement system, the executive director
1 13 of the statewide fire and police retirement system,
1 14 and the state court administrator or designee on
1 15 behalf of the judicial retirement system, hereafter,
1 16 "the systems' representatives", and the treasurer of
1 17 state shall conduct a study and submit findings and a
1 18 recommended proposal or proposals concerning the
1 19 consolidation of the retirement funds and investment
1 20 function of each retirement system under
1 21 consideration.
1 22 2. The study shall not propose a consolidation of
1 23 the retirement systems but shall include consideration
1 24 of both of the following issues:
1 25 a. The investment policies and performance of each
1 26 of the funds.
1 27 b. The potential advantages and disadvantages of
1 28 pooling the retirement funds of each retirement system
1 29 into a single consolidated retirement fund, with
1 30 separate accounts for each retirement system, for
1 31 purposes of investing the moneys in the consolidated
1 32 retirement fund.
1 33 c. Establishment of a unified investment board or
1 34 other governing structure for purposes of directing
1 35 the investment policy of the moneys in the
1 36 consolidated retirement fund.
1 37 3. On or before September 1, 1999, the systems'
1 38 representatives and the treasurer of state shall file
1 39 a report with the legislative service bureau, for
1 40 distribution to the public retirement systems
1 41 committee, which contains the results of the study
1 42 which shall include consideration of the issues for
1 43 consideration listed in subsection 2."
