  1  1    Amend Senate File 2094 as follows:
  1  2    #1.  Page 1, by striking lines 9 through 12 and
  1  3 inserting the following:  "governor's budget under
  1  4 section 8.21.  The establishment of the state percent
  1  5 of growth for a budget year shall be the only subject
  1  6 matter of the bill which enacts the state percent of
  1  7 growth for a budget year."
  1  8    #2.  Page 1, by inserting after line 12 the
  1  9 following:
  1 10    "Sec. ___.  Section 257.1, subsection 2, unnumbered
  1 11 paragraph 2, Code 1997, is amended to read as follows:
  1 12    For the budget year commencing July 1, 1996 1999,
  1 13 and for each succeeding budget year the regular
  1 14 program foundation base per pupil is eighty-seven and
  1 15 five-tenths percent of the regular program state cost
  1 16 per pupil, except that and the regular program
  1 17 foundation base per pupil for the portion of weighted
  1 18 enrollment that is additional enrollment because of
  1 19 special education is seventy-nine eighty-seven and
  1 20 five-tenths percent of the regular program state cost
  1 21 per pupil.  For the budget year commencing July 1,
  1 22 1991 1999, and for each succeeding budget year the
  1 23 special education support services foundation base is
  1 24 seventy-nine eighty-seven and five-tenths percent of
  1 25 the special education support services state cost per
  1 26 pupil.  The combined foundation base is the sum of the
  1 27 regular program foundation base and the special
  1 28 education support services foundation base."
  1 29    #3.  Title page, line 2, by inserting after the
  1 30 word "growth" the following:  "and the foundation base
  1 31 for special education".
