PAG LIN 1 1 Amend Senate File 2094 as follows: 1 2 #1. Page 1, by striking lines 9 through 12 and 1 3 inserting the following: "governor's budget under 1 4 section 8.21.The establishment of the state percent1 5of growth for a budget year shall be the only subject1 6matter of the bill which enacts the state percent of1 7growth for a budget year." 1 8 #2. Page 1, by inserting after line 12 the 1 9 following: 1 10 "Sec. 2. Section 280.4, subsection 3, Code 1997, 1 11 is amended to read as follows: 1 12 3. In order to provide funds for the excess costs 1 13 of instruction of limited English proficient students 1 14 above the costs of instruction of pupils in a regular 1 15 curriculum, students identified as limited English 1 16 proficient shall be assigned an additional weighting 1 17 that shall be included in the weighted enrollment of 1 18 the school district of residence for a period not 1 19 exceedingthreefive years. However, the school 1 20 budget review committee may grant supplemental aid or 1 21 modified allowable growth to a school district to 1 22 continue funding a program for students after the 1 23 expiration of thethree-yearfive-year period. The 1 24 school budget review committee shall calculate the 1 25 additional amount for the weighting to the nearest 1 26 one-hundredth of one percent so that to the extent 1 27 possible the moneys generated by the weighting will be 1 28 equivalent to the moneys generated by the two-tenths 1 29 weighting provided prior to July 2, 1991. 1 30 Sec. 3. Section 280.4, Code 1997, is amended by 1 31 adding the following new subsection: 1 32 NEW SUBSECTION. 4. There shall be appropriated 1 33 from the general fund of the state to the school 1 34 budget review committee $300,000 annually, to 1 35 establish an additional limited English proficient 1 36 grant program for school districts containing pupils 1 37 identified as limited English proficient. Grant award 1 38 criteria and application procedures shall be 1 39 established by rule. Awards shall be made by the 1 40 school budget review committee to districts with the 1 41 greatest concentration of limited English proficient 1 42 students or with the largest number of limited English 1 43 proficient students with, in the determination of the 1 44 committee, unmet needs." 1 45 #3. Page 1, by striking line 13 and inserting the 1 46 following: 1 47 "Sec. 4. APPLICABILITY DATE. Section 1 of this 1 48 Act is applicable for". 1 49 #4.
