  1  3 inserting the following:  "special plates in the
  1  4 surviving spouse's name and upon payment of the annual
  1  5 registration fee.  The surviving spouse is not
  1  6 required to pay the annual registration fee otherwise
  1  7 provided for in this subsection.  If the surviving
