1 6 "Sec. . EXECUTIVE DIRECTOR – CONGRESSIONAL
1 7 PERSUASION. The executive director of the
1 8 agricultural development authority as established
1 9 pursuant to chapter 175 shall use every effort
1 10 practical to persuade members of the Congress of the
1 11 United States regarding the following:
1 12 1. The need to change provisions in federal law,
1 13 including the federal Internal Revenue Code, 26 U.S.C.
1 14 } 141 et seq., in order to allow a person to qualify
1 15 for assistance under the beginning farmer loan program
1 16 pursuant to section 175.12, to finance the acquisition
1 17 of agricultural land, improvements, and depreciable
1 18 property from a family member, if the purchase price
1 19 paid for the land, improvements, or depreciable
1 20 property is not less than seventy-five percent of its
1 21 appraised value.
1 22 2. The need to increase the state of Iowa's
1 23 ceiling to the issuers of private activity bonds
1 24 within the state in order to maximize the economic
1 25 benefit to the citizens of the state from the issuance
1 26 of private activity bonds pursuant to the federal
1 27 Internal Revenue Code, 26 U.S.C. } 146.
1 28 Sec. __. COOPERATION BETWEEN THE AGRICULTURAL
1 29 DEVELOPMENT AUTHORITY AND THE IOWA FINANCE AUTHORITY.
1 30 To the extent authorized by the Iowa finance
1 31 authority, the agricultural development authority may
1 32 use any percentage of the state ceiling allocated to
1 33 the Iowa finance authority pursuant to section 7C.4A
1 34 for purposes of supporting the agricultural
1 35 development authority in financing the beginning
1 36 farmer loan program pursuant to section 175.12 through
1 37 the issuance of qualified small issue bonds. The Iowa
1 38 finance authority and the agricultural development
1 39 authority shall cooperate to every extent practical in
1 40 order to carry out this section without impeding the
1 41 purposes of the Iowa finance authority.
1 42 Sec. ___. ADDITIONAL POSITION AUTHORIZED. In
1 43 addition to any full-time equivalent positions
1 44 otherwise authorized by the general assembly for the
1 45 fiscal year beginning July 1, 1998, and ending June
1 46 30, 1999, the agricultural development authority, as
1 47 established in section 175.3, is authorized, one full-
1 48 time equivalent position for the fiscal year."
1 49 #2. Title page, by striking line 1, and inserting
1 50 the following: "An Act relating to programs involving
2 1 government finance, by providing for the issuance of
2 2 private".
2 3 #3. Title page, line 4, by striking the words
2 4 "authority, and political subdivisions." and inserting
2 5 the following: "authority and political subdivisions,
2 6 and providing program assistance to beginning
2 7 farmers."
