PAG LIN 1 1 Amend the amendment, S-3464, to House File 697, as 1 2 amended, passed, and reprinted by the House, as 1 3 follows: 1 4 #1. By striking page 1, line 3, through page 2, 1 5 line 14, and inserting the following: 1 6 "# . Page 3, by striking lines 2 through 32, and 1 7 inserting the following: 1 8 "2. a. A contribution shall be deposited in the 1 9 account maintained by the committee within thirty days 1 10 of initial receipt of the contribution by the 1 11 candidate or the committee. An individual who 1 12 receives contributions for a committee without the 1 13 prior authorization of the chairperson of the 1 14 committee or the candidate shall be responsiblefor1 15 either for rendering the contributions to the 1 16 treasurerwithin fifteen days of the date of receipt1 17of the contributions,who shall deposit the 1 18 contribution in the account maintained by the 1 19 committee, or for depositing the contributions in the 1 20 account maintained by the committeewithin seven days1 21of the date of receipt of the contributions, but the 1 22 contribution must be deposited within the thirty-day 1 23 period. 1 24 b. A person who receives contributions for a 1 25 committee shall, not later than fifteen days from the1 26date of receipt of the contributions or on demand of1 27the treasurer,render to the treasurer the 1 28 contributions and an account of the total of all 1 29 contributions, including the name and address of each 1 30 person making a contribution in excess of ten dollars, 1 31 the amount of the contributions, and the date on which 1 32 the contributions were received.The treasurer shall1 33deposit all contributions within seven days of receipt1 34by the treasurer in an account maintained by the1 35committee.1 36 c. All funds of a committee shall be segregated 1 37 from any other funds held by officers, members, or 1 38 associates of the committee or the committee's 1 39 candidate. However, if a candidate's committee 1 40 receives contributions only from the candidate, or if 1 41 a permanent organization temporarily engages in 1 42 activity which qualifies it as a political committee 1 43 and all expenditures of the organization are made from 1 44 existing general operating funds and funds are not 1 45 solicited or received for this purpose from sources 1 46 other than operating funds, then that committee is not 1 47 required to maintain a separate account in a financial 1 48 institution. 1 49 d. The funds of a committee are not attachable for 1 50 the personal debt of the committee's candidate or an 2 1 officer, member, or associate of the committee." 2 2 "# . Page 4, by striking lines 14 through 25 and 2 3 inserting the following: 2 4 "Sec. ___. Section 56.6, subsection 3, paragraph 2 5 b, unnumbered paragraph 1, Code 1997, is amended to 2 6 read as follows: 2 7 The name and mailing address of each person who has 2 8 made one or more contributions of money to the 2 9 committee including the proceeds from any fund-raising 2 10 eventsexcept those reportable under paragraph "f" of2 11this subsection, when the aggregate amount in a 2 12 calendar year exceeds the amount specified in the 2 13 following schedule: 2 14 Sec. ___. Section 56.6, subsection 3, paragraph d, 2 15 Code 1997, is amended to read as follows: 2 16 d. The name and mailing address of each person who 2 17 has made one or more in-kind contributions to the 2 18 committee when the aggregate market value of the in- 2 19 kind contribution in a calendar year exceeds the 2 20 amount specified insubsection 3,paragraph "b", of2 21this section. In-kind contributions shall be 2 22 designated on a separate schedule from schedules 2 23 showing contributions of money and shall identify the 2 24 nature of the contribution and provide its estimated 2 25 fair market value. Items donated for sale at fund- 2 26 raising events shall be reported separately from other 2 27 in-kind contributions on the schedule reporting in- 2 28 kind contributions, and shall include only the name 2 29 and mailing address of the person donating the item, a 2 30 description of the item, and the price for which the 2 31 item is sold at the fund-raiser. The total price 2 32 received for such items shall be reported as a 2 33 contribution under paragraph "b", and shall not be 2 34 included in the total estimated fair market value of 2 35 other in-kind contributions under this paragraph. 2 36 Sec. ___. Section 56.6, subsection 3, paragraph f, 2 37 Code 1997, is amended by striking the paragraph. 2 38 Sec. ___. Section 56.6, subsection 3, paragraph i, 2 39 Code 1997, is amended to read as follows: 2 40 i. If a person listed under paragraph "b", "d", or 2 41 "e", or "f"as making a contribution or loan to or 2 42 purchase from a candidate's committee is related to 2 43 the candidate within the third degree of consanguinity 2 44 or affinity, the existence of that person's family 2 45 relationship shall be indicated on the report."" 2 46 #2.
