PAG LIN 1 1 Amend House File 697, as amended, passed, and 1 2 reprinted by the House, as follows: 1 3 #1. Page 3, by striking lines 2 through 32, and 1 4 inserting the following: 1 5 "2. a. A contribution shall be deposited in the 1 6 account maintained by the committee within thirty days 1 7 of initial receipt of the contribution by the 1 8 candidate or the committee. An individual who 1 9 receives contributions for a committee without the 1 10 prior authorization of the chairperson of the 1 11 committee or the candidate shall be responsible for 1 12 either rendering the contributions to the treasurer 1 13within fifteen days of the date of receipt of the1 14contributions,who shall deposit the contribution in 1 15 the account maintained by the committee, or for 1 16 depositing the contributions in the account maintained 1 17 by the committeewithin seven days of the date of1 18receipt of the contributions, but the contribution 1 19 must be deposited within the thirty-day period. 1 20 b. A person who receives contributions for a 1 21 committee shall, not later than fifteen days from the1 22date of receipt of the contributions or on demand of1 23the treasurer,render to the treasurer the 1 24 contributions and an account of the total of all 1 25 contributions, including the name and address of each 1 26 person making a contribution in excess of ten dollars, 1 27 the amount of the contributions, and the date on which 1 28 the contributions were received.The treasurer shall1 29deposit all contributions within seven days of receipt1 30by the treasurer in an account maintained by the1 31committee.1 32 c. All funds of a committee shall be segregated 1 33 from any other funds held by officers, members, or 1 34 associates of the committee or the committee's 1 35 candidate. However, if a candidate's committee 1 36 receives contributions only from the candidate, or if 1 37 a permanent organization temporarily engages in 1 38 activity which qualifies it as a political committee 1 39 and all expenditures of the organization are made from 1 40 existing general operating funds and funds are not 1 41 solicited or received for this purpose from sources 1 42 other than operating funds, then that committee is not 1 43 required to maintain a separate account in a financial 1 44 institution. 1 45 d. The funds of a committee are not attachable for 1 46 the personal debt of the committee's candidate or an 1 47 officer, member, or associate of the committee." 1 48 #2. Contributions and sales at fund-2 2raising events which involve the sale of a product2 3acquired at less than market value and sold for an2 4amount of money in excess of the amount specified in2 5paragraph "b" of this subsectionshall bedesignated2 6separately fromreported with other monetary 2 7 contributions reported under paragraph "b". Products 2 8 donated for sale at the fund-raising event shall be 2 9 reported with other in-kindand monetarycontributions 2 10and the report shall include the name and address of2 11the donor, a description of the product, the market2 12value of the product, the sales price of the product,2 13and the name and address of the purchaserreported 2 14 under paragraph "d"." 2 15 #3. A candidate and the candidate's committee 2 18 shall use campaign funds only for campaign purposes, 2 19 educational and other expenses associated with the 2 20 duties of office, or constituency services, and shall 2 21 not use campaign funds for personal expenses or 2 22 personal benefit.The purchase of subscriptions to2 23newspapers from or which circulate within the area2 24represented by the office which a candidate is seeking2 25or holds is presumed to be an expense that is2 26associated with the duties of the campaign for and2 27duties of office.The candidate and the candidate's 2 28 committee shall, in reports filed with the board, 2 29 explain each expenditure of funds, but need not 2 30 categorize each expenditure as for campaign purposes, 2 31 educational expense, an expense associated with the 2 32 duties of office, or for constituency services. Board 2 33 review of the explanations pursuant to section 2 34 68B.32A, subsection 3, shall be limited to confirming 2 35 that the explanation describes a permitted use of 2 36 campaign funds under this division." 2 37 #4.
