Interest shall be calculated as of the date of 2 20 judgment at a rate equal to the coupon issue yield 2 21 equivalent, as determined by the United States 2 22 secretary of the treasury, of the average accepted 2 23 auction price for the last auction of fifty-two week 2 24 United States treasury bills settled immediately prior 2 25 to the date of the judgment plus two percent. The 2 26 state court administrator shall distribute notice 2 27 monthly of that rate and any changes to that rate to 2 28 all district courts. 2 29 Sec. . If any provision of this Act or the 2 30 application thereof to any person is invalid, the 2 31 invalidity shall not affect the provisions or 2 32 applications of this Act which can be given effect 2 33 without the invalid provisions or application, and to 2 34 this end the provisions of this Act are severable. 2 35 Sec. __. EFFECTIVE DATES. Sections 1, 2, 3, 7, 8, 2 36 9, 10, 11, 12, and 13 of this Act shall apply to 2 37 actions filed after July 1, 1997. Section 4 of this 2 38 Act shall apply to actions filed after July 1, 1997, 2 39 except that any cause of action having actually 2 40 accrued as of the date of enactment of this Act shall 2 41 be preserved according to the law applicable to the 2 42 statute of limitations in effect at the time of 2 43 accrual. Sections 5 and 6 of this Act shall apply to 2 44 all causes of action accruing on or after July 1, 2 45 1997, and to all causes of action accruing before July 2 46 1, 1997, and filed after July 1, 1999." 2 47 #23.
