  1  1    Amend the amendment, S-3357, to House File 625, as
  1  2 amended, passed, and reprinted by the House, as
  1  3 follows:
  1  4    #1.  Page 1, by inserting after line 2 the
  1  5 following:
  1  6    "#   .  Page 3, by inserting after line 35 the
  1  7 following:
  1  8    "Sec.    .  Section 256.11, Code 1997, is amended
  1  9 by adding the following new subsection:
  1 10    NEW SUBSECTION.  9.  Unless a waiver has been
  1 11 obtained under section 256.11A, each school or school
  1 12 district shall have all of the following:
  1 13    a.  A media center in each attendance center
  1 14 accessible to students throughout the school day.
  1 15    b.  A qualified school media specialist who shall
  1 16 meet the licensing standards prescribed by the board
  1 17 of educational examiners and be responsible for media
  1 18 center supervision.
  1 19    c.  An articulated sequential elementary-secondary
  1 20 guidance program for grades kindergarten through
  1 21 twelve.  The guidance counselor shall meet the
  1 22 licensing standards prescribed by the board of
  1 23 educational examiners.
  1 24    In determining the requirements of this subsection
  1 25 for nonpublic schools, the department shall evaluate
  1 26 the schools on a school system basis rather than on an
  1 27 individual school basis.
  1 28    Sec.    .  Section 256.11A, subsections 1 and 2,
  1 29 Code 1997, are amended to read as follows:
  1 30    1.  Schools and school districts unable to meet the
  1 31 standard adopted by the state board requiring each
  1 32 school or school district operating a kindergarten
  1 33 through grade twelve program to provide an articulated
  1 34 sequential elementary-secondary guidance program may,
  1 35 not later than August 1, 1995 1997, for the school
  1 36 year beginning July 1, 1995 1997, file a written
  1 37 request to the department of education that the
  1 38 department waive the requirement, for established in
  1 39 section 256.11, subsection 9, paragraph "c", that a
  1 40 school or school district operating a kindergarten
  1 41 through grade twelve program, provide an articulated
  1 42 sequential elementary-secondary guidance program.  The
  1 43 procedures specified in subsection 3 apply to the
  1 44 request.  Not later than August 1, 1996 1998, for the
  1 45 school year beginning July 1, 1996 1998, the board of
  1 46 directors of a school district or the authorities in
  1 47 charge of a nonpublic school may request a one-year
  1 48 extension of the waiver.
  1 49    2.  Not later than August 1, 1995 1997, for the
  1 50 school year beginning July 1, 1995 1997, the board of
  2  1 directors of a school district, or authorities in
  2  2 charge of a nonpublic school, may file a written
  2  3 request with the department of education that the
  2  4 department waive the rule adopted by the state board
  2  5 to establish and operate the requirements established
  2  6 under section 256.11, subsection 9, paragraphs "a" and
  2  7 "b", for a media services specialist and a media
  2  8 services program to support the total curriculum for
  2  9 that district or school center.  The procedures
  2 10 specified in subsection 3 apply to the request.  Not
  2 11 later than August 1, 1996 1998, for the school year
  2 12 beginning July 1, 1996 1998, the board of directors of
  2 13 a school district or the authorities in charge of a
  2 14 nonpublic school may request an additional one-year
  2 15 extension of the waiver.""

  2 18    "#   .  Title page, line 5, by inserting after the
  2 19 word "students," the following:  "a requirement that
  2 20 schools and school districts provide media service
  2 21 programs and articulated sequential elementary-
