  1  1    Amend Senate File 237 as follows:
  1  2    #1.  Page 1, by inserting before line 1 the
  1  3 following:
  1  4    "Section 1.  Section 321.189, subsection 6, Code
  1  5 1997, is amended to read as follows:
  1  6    6.  LICENSES ISSUED TO MINORS.  A motor vehicle
  1  7 license issued to a person under twenty-one eighteen
  1  8 years of age shall be identical in form to any other
  1  9 motor vehicle license except that the words "under
  1 10 twenty-one eighteen" shall appear prominently on the
  1 11 face of the license.  A motor vehicle license issued
  1 12 to a person eighteen years of age or older but less
  1 13 than twenty-one years of age shall be identical in
  1 14 form to any other motor vehicle license except that
  1 15 the words "under twenty-one" shall appear prominently
  1 16 on the face of the license.  Upon attaining the age of
  1 17 eighteen or upon attaining the age of twenty-one, and
  1 18 upon payment of a one dollar fee, the person shall be
  1 19 entitled to a new motor vehicle license or
  1 20 nonoperator's identification card for the unexpired
  1 21 months of the motor vehicle license or card.
  1 22    Sec. 2.  Section 321.190, subsection 1, paragraph
  1 23 b, Code 1997, is amended to read as follows:
  1 24    b.  The department shall not issue a card to a
  1 25 person holding a motor vehicle license.  However, a
  1 26 card may be issued to a person holding a temporary
  1 27 permit under section 321.181.  The card shall be
  1 28 identical in form to a driver's license issued under
  1 29 section 321.189 except the word "nonoperator" shall
  1 30 appear prominently on the face of the card.  A
  1 31 nonoperator's identification card issued to a person
  1 32 under twenty-one eighteen years of age shall include
  1 33 the word "minor" be identical in form to any other
  1 34 nonoperator's identification card except that the
  1 35 words "under eighteen" shall appear prominently on the
  1 36 face of the card.  A nonoperator's identification card
  1 37 issued to a person eighteen years of age or older but
  1 38 under twenty-one years of age shall be identical in
  1 39 form to any other nonoperator's identification card
  1 40 except that the words "under twenty-one" shall appear
  1 41 prominently on the face of the card.
  1 42    Sec. 3.  Section 321.218, subsection 1, Code 1997,
  1 43 is amended to read as follows:
  1 44    1.  A person whose motor vehicle license or
  1 45 operating privilege has been denied, canceled,
  1 46 suspended, or revoked as provided in this chapter, or
  1 47 as provided in section 252J.8, or as provided in
  1 48 section 453A.3 and who operates a motor vehicle upon
  1 49 the highways of this state while the license or
  1 50 privilege is denied, canceled, suspended, or revoked,
  2  1 commits a serious misdemeanor.
  2  2    Sec. 4.  Section 321A.17, Code 1997, is amended by
  2  3 adding the following new subsection:
  2  4    NEW SUBSECTION.  7.  This section does not apply to
  2  5 a person whose license is suspended under section
  2  6 453A.3."
  2  7    #2.  Title page, line 1, by inserting after the
  2  8 word "to" the following:  "privileges and prohibitions
  2  9 for minors including those relating to motor vehicle
  2 10 licenses and to".
  2 11    #3.  Title page, line 2, by striking the words "by
  2 12 a person under eighteen years of age".
  2 13    #4.  By renumbering as necessary.
