  1  2    #1.  Page 2, by inserting after line 19 the

  1  4    "Sec.    .  EFFECTIVE DATE.  This Act, being deemed
  1  5 of immediate importance, takes effect upon enactment."
  1  6    #2.  Title, line 2, by inserting after the word
  1  7 "penalties" the following:  ", and providing an
  1  8 effective date".
