  1  2    #1.  Page 1, line 4, by inserting after the word
  1  3 "language." the following:  "This English language
  1  4 requirement shall not apply to communications in
  1  5 braille, to communications utilizing American sign
  1  6 language, or to any other form or method of
  1  7 communication intended for persons who are deaf, hard-
  1  8 of-hearing, blind, or visually impaired."
