  1  2    #1.  Page 1, by inserting after line 17 the
  1  3 following:
  1  4    "7.  To personal communications relating to a
  1  5 particular student and sent home from a school with
  1  6 that student.  All such communications may be in a
  1  7 language other than English if a non-English language
  1  8 is the dominant language in a student's home."
