NEW SECTION. 294B.1 STATEMENT OF PURPOSE 1 2 ADOPTION OF RULES. 1 3 The purpose of this chapter is to provide meritorious 1 4 recognition to highly skilled teachers and administrators. 1 5 Sec. 2. NEW SECTION. 294B.2 DEFINITIONS. 1 6 As used in this chapter: 1 7 1. "Administrator" means an individual holding an 1 8 administrative license or certification issued under chapter 1 9 272 who is employed full-time in an administrative position by 1 10 a public school district pursuant to a contract issued by a 1 11 board of directors under section 279.23. 1 12 2. "Teacher" means an individual holding a practitioner's 1 13 license issued under chapter 272, or a letter of authorization 1 14 or statement of professional recognition issued by the board 1 15 of educational examiners, who is employed full-time in a 1 16 nonadministrative position by an accredited public school 1 17 district pursuant to a contract issued by a board of directors 1 18 under section 279.13. 1 19 Sec. 3. NEW SECTION. 294B.3 MERITORIOUS RECOGNITION 1 20 AWARD PROGRAM ESTABLISHED. 1 21 If the general assembly appropriates moneys for the 1 22 establishment and ongoing administration of a meritorious 1 23 recognition award program for teachers and administrators, the 1 24 department of education shall establish and implement the 1 25 program. The state board of education shall adopt rules 1 26 pursuant to chapter 17A to administer this chapter. A teacher 1 27 or administrator who has completed two years of service in 1 28 Iowa under contract as provided in section 294B.2 shall be 1 29 qualified to receive a five-year meritorious award of five 1 30 thousand dollars annually. The department shall determine 1 31 additional criteria for the program that includes, but is not 1 32 limited to, areas of professional responsibilities, classroom 1 33 or school environment, and effective practices. The 1 34 application and approval process shall include, but is not 1 35 limited to, verification of achievements, employment, and 2 1 certification at the local level with the submission of 2 2 artifacts and demonstrated competence in the areas included 2 3 within the criteria developed by the department. A state 2 4 review shall include, at a minimum, a review by trained 2 5 panelists, who may be teachers, administrators, postsecondary 2 6 staff, and members of professional organizations; and on-site 2 7 visits or personal interviews to the highest scoring 2 8 applicants. Not more than six thousand teachers and three 2 9 hundred sixty administrators shall be granted awards in a 2 10 single given year. 2 11 Sec. 4. NEW SECTION. 294B.4 MERITORIOUS AWARD FUND. 2 12 A meritorious award fund is established in the office of 2 13 the treasurer of state to be administered by the department of 2 14 education. Moneys appropriated by the general assembly for 2 15 deposit in the fund shall be paid to school districts pursuant 2 16 to this chapter and shall be expended only to grant 2 17 meritorious awards to teachers and administrators approved by 2 18 the department of education to receive the meritorious awards, 2 19 and to pay the costs of the employer's share of federal social 2 20 security and the Iowa public employees' retirement system for 2 21 such an award. 2 22 Sec. 5. MERITORIOUS AWARDS, INITIAL FISCAL YEAR 1998-1999. 2 23 Notwithstanding section 294B.3, for the fiscal year beginning 2 24 July 1, 1998, and ending June 30, 1999, not more than one 2 25 thousand five hundred teachers and sixty administrators shall 2 26 be granted awards in that year. 2 27 EXPLANATION 2 28 This bill, subject to appropriations by the general 2 29 assembly, establishes a meritorious recognition award program 2 30 and fund for teachers and administrators within or 2 31 administered by the department of education, but restricts the 2 32 number of teachers and administrators who may receive the 2 33 award in its initial year. To qualify for the five-year, 2 34 $5,000 per year award, a teacher or administrator must have 2 35 completed two years of service in Iowa. The department is 3 1 authorized to determine additional criteria for the program. 3 2 The program includes provisions for a state review by trained 3 3 panelists and on-site visits or personal interviews to the 3 4 highest scoring applicants. 3 5 LSB 4207HC 77 3 6 kh/jl/8
