1 1 Section 1. NEW SECTION. 256.17 TEACHER INDUCTION
1 2 PROGRAM.
1 3 1. If the general assembly appropriates moneys for the
1 4 establishment and ongoing administration of a teacher
1 5 induction program, the state board of education shall
1 6 establish and implement a program approval process by July 1,
1 7 1999, for teacher induction programs to provide for support
1 8 and assistance to new teachers or inductees entering the
1 9 field. An induction program shall, at a minimum, include the
1 10 following:
1 11 a. A mentor to provide professional support.
1 12 b. Training to meet the needs of inductees and improve the
1 13 application of an inductee's knowledge and skills.
1 14 c. Knowledge of district expectations for student
1 15 achievement and orientation to district policies, procedures,
1 16 and programs.
1 17 d. Supportive structures to build professionalism and
1 18 collaboration to assist in the transition to teaching.
1 19 2. School districts and area education agencies are
1 20 encouraged to collaborate with postsecondary institutions in
1 21 the provision of induction programs. A school district
1 22 employing a teacher who is enrolled in an approved one-year
1 23 induction program shall be paid a state subsidy of one
1 24 thousand dollars per enrolled teacher for released time for
1 25 training, stipends for district trainers or mentors, and other
1 26 costs directly related to an induction program. Not more than
1 27 five percent of the total district subsidy for an induction
1 28 program may be used for indirect costs.
1 29 3. A teacher induction fund is established in the office
1 30 of treasurer of state to be administered by the department.
1 31 Moneys appropriated by the general assembly for deposit in the
1 32 fund shall be used to provide funding to school districts
1 33 pursuant to the requirements of this section and shall be
1 34 expended only in relation to teachers who are enrolled in an
1 35 approved one-year induction program, and for the costs of the
2 1 employer's share of federal social security and the Iowa
2 2 public employees' retirement system, or a pension and annuity
2 3 retirement system established under chapter 294, for such
2 4 amounts paid by the districts.
2 5 EXPLANATION
2 6 This bill, subject to an appropriation from the general
2 7 assembly, requires the state board of education to establish
2 8 and implement a program approval process by July 1, 1999, for
2 9 teacher induction programs to provide support and assistance
2 10 to beginning teachers.
2 11 A school district operating an approved program receives a
2 12 state subsidy of $1,000 per participating veteran teacher to
2 13 pay for release time for training, stipends, and other costs
2 14 directly related to the program.
