  1  2      BY  FALLON, BARRY, FALCK, BODDICKER, DODERER,
  1  3               VEENSTRA, CARROLL, and LORD
  1  4 A House Resolution regarding the intent of the House of
  1  5    Representatives that interest groups form an advisory 
  1  6    committee to develop recommendations to reduce the 
  1  7    frequency of abortions and unplanned pregnancies in 
  1  8    the state.
  1  9    WHEREAS, tension and discord among representatives
  1 10 of reproductive health interests continue to increase;
  1 11 and
  1 12    WHEREAS, a 1994 study of the Alan Guttmacher
  1 13 Institute reported that approximately 51 percent of
  1 14 all pregnancies to women in the United States are
  1 15 planned, and of the remainder, approximately 23
  1 16 percent are unplanned, and 27 percent end in abortion;
  1 17 and
  1 18    WHEREAS, unplanned pregnancy in the United States
  1 19 is much higher than in comparable developed countries;
  1 20 and
  1 21    WHEREAS, 48 percent of women in the United States
  1 22 have had at least one unplanned pregnancy in their
  1 23 lives; and
  1 24    WHEREAS, the highest percentage of unplanned
  1 25 pregnancies in the United States is among women ages
  1 26 18-24 and those who are unmarried or low-income, or
  1 27 both; and
  1 28    WHEREAS, 46 percent of unplanned pregnancies end in
  1 29 birth while 54 percent end in abortion; NOW THEREFORE,
  1 30    BE IT RESOLVED, That the House of Representatives
  2  1 declares that it is the intent of the House of
  2  2 Representatives that an advisory committee be formed
  2  3 during the 1998 interim of the General Assembly to
  2  4 provide an opportunity for the various representatives
  2  5 of reproductive health interests to work together to
  2  6 develop recommendations to reduce the frequency of
  2  7 abortions and unplanned pregnancies in the state.  It
  2  8 is the intent of the House of Representatives that the
  2  9 committee be convened by the director of public health
  2 10 and consist of a balance of representatives of a
  2 11 variety of interest groups.
  2 12    BE IT FURTHER RESOLVED, That any recommendations of
  2 13 the advisory committee shall be submitted to the
  2 14 General Assembly prior to the convening of the General
  2 15 Assembly in January 1999.
