1 3 (COMPANION TO LSB 4411SS BY SZYMONIAK)
1 4 A House Resolution congratulating Dr. Joan Roberts for
1 5 being named the 1997 Iowa Secondary Principal of the
1 6 Year.
1 7 WHEREAS, Dr. Joan Roberts earned her undergraduate
1 8 degree in secondary education from the University of
1 9 Northern Iowa and her master's and doctorate degrees
1 10 from Drake University; and
1 11 WHEREAS, Dr. Roberts has worked within the Des
1 12 Moines Independent School District for 20 years,
1 13 serving since 1990 as the principal at Des Moines'
1 14 North High School; and
1 15 WHEREAS, North High School has a high minority
1 16 enrollment and serves students who are primarily from
1 17 middle and low-income families, many of whom qualify
1 18 for free or reduced price meals; and
1 19 WHEREAS, North High School has experienced the
1 20 problems often associated with urban schools,
1 21 including declining enrollment, high dropout and
1 22 mobility rates, and low academic achievement; and
1 23 WHEREAS, Dr. Roberts has been an energizing force
1 24 at North High School, which has in the past 12 years
1 25 doubled its enrollment, reduced its dropout rate to
1 26 less than five percent, tripled its enrollment in
1 27 advanced courses, and integrated case management and
1 28 support services for drug prevention, alcohol
1 29 prevention, violence prevention, and teen pregnancy
1 30 and parenting into the school program; and
2 1 WHEREAS, in the past five years, graduates of North
2 2 High School have earned more scholarship dollars on
2 3 average than the graduates from any other Des Moines
2 4 high school; and
2 5 WHEREAS, Dr. Roberts has revitalized her school and
2 6 awakened the pride of North High School's students and
2 7 their families, brought positive recognition of North
2 8 High School, and is a tremendous role model for other
2 9 building principals and for the young women enrolled
2 10 in North High School; and
2 11 WHEREAS, Dr. Roberts was nominated by her peers,
2 12 selected by a committee of Iowa secondary principals,
2 13 and named the 1997 Iowa Secondary Principal of the
2 14 Year by the School Administrators of Iowa, and, in
2 15 addition, has received national recognition as a 1997
2 16 State Principal of the Year by the National
2 17 Association of Secondary School Principals; NOW
2 18 THEREFORE
2 19 BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES,
2 20 That the House of Representatives honors Dr. Joan
2 21 Roberts of North High School in Des Moines for her
2 22 exemplary work in education, applauds the achievements
2 23 realized by the school and its students under her
2 24 administration, and congratulates her for her
2 25 outstanding accomplishment in being named the 1997
2 26 Iowa Secondary Principal of the Year; and
2 27 BE IT FURTHER RESOLVED, That an official copy of
2 28 this Resolution be prepared for presentation to Dr.
2 29 Joan Roberts.
