  1  1    Section 1.  Section 17A.8, subsections 4 and 5, Code 1997,
  1  2 are amended to read as follows:
  1  3    4.  The committee shall choose a chairperson from its
  1  4 membership and be headed by two cochairpersons.  The members
  1  5 of the committee from each house shall elect a chairperson
  1  6 from that house.  The committee shall prescribe its rules of
  1  7 procedure.  The committee may employ a secretary or may
  1  8 appoint the administrative code editor or a designee to act as
  1  9 secretary.
  1 10    5.  A regular committee meeting shall be held at the seat
  1 11 of government on the second Tuesday of each month.  Unless
  1 12 impracticable, in advance of each such meeting the subject
  1 13 matter to be considered shall be published in the Iowa
  1 14 administrative bulletin.  A special committee meeting may be
  1 15 called by the chairperson cochairpersons at any place in the
  1 16 state and at any time.  Unless impracticable, in advance of
  1 17 each special meeting notice of the time and place of such
  1 18 meeting and the subject matter to be considered shall be
  1 19 published in the Iowa administrative bulletin.  
  1 20                           EXPLANATION
  1 21    This bill provides that the administrative rules review
  1 22 committee shall have two cochairpersons with one chairperson
  1 23 elected by the committee members from the senate and one
  1 24 chairperson elected by the committee members from the house of
  1 25 representatives.
