PAG LIN 1 1 Section 1. FEDERAL ENTERPRISE COMMUNITY JOB TRAINING PILOT 1 2 PROJECT. The department of economic development shall 1 3 establish and administer a job training pilot project 1 4 targeting high risk youths and families residing in an area 1 5 which meets the requirements for eligibility for an urban or 1 6 rural enterprise community under Title XIII of the federal 1 7 Omnibus Budget Reconciliation Act of 1993. The department 1 8 shall determine eligibility requirements which shall be based 1 9 on income level and education level. The department shall 1 10 coordinate with cities and counties with federal urban or 1 11 rural enterprise communities to identify eligible persons. 1 12 The department of economic development shall coordinate with 1 13 and receive assistance from community colleges and the 1 14 department of workforce development in developing and 1 15 providing job training benefits. 1 16 Sec. 2. APPROPRIATION. There is appropriated from the 1 17 general fund of the state to the department of economic 1 18 development for the fiscal year beginning July 1, 1998, and 1 19 ending June 30, 1999, the following amount, or so much thereof 1 20 as is necessary, to be used for the purposes designated: 1 21 For the federal enterprise community job training pilot 1 22 project, including salaries, support, maintenance, and 1 23 miscellaneous purposes: 1 24 .................................................. $ 200,000 1 25 Notwithstanding section 8.33, moneys appropriated in this 1 26 section which remain unexpended or unobligated on June 30, 1 27 1999, shall not revert to the general fund of the state but 1 28 shall remain available for expenditure for the purposes 1 29 designated in this section in the succeeding fiscal year. 1 30 EXPLANATION 1 31 This bill requires the department of economic development 1 32 to establish and administer a job training pilot project 1 33 targeting high risk youths and families residing in areas 1 34 designated as federal urban or rural enterprise communities. 1 35 Eligibility shall be based on income and education levels and 2 1 the department shall coordinate with and receive assistance 2 2 from community colleges and the department of workforce 2 3 development in developing and providing job training benefits. 2 4 The bill appropriates $200,000 to the department of economic 2 5 development to establish and administer the pilot project. 2 6 Moneys remaining unexpended or unobligated on June 30, 1999, 2 7 shall not revert. 2 8 LSB 4032HH 77 2 9 tm/sc/14
