1 2 1997, is amended to read as follows:
1 3 2. A diversion program subaccount is created within the
1 4 family investment program account. The subaccount may be used
1 5 to provide incentives to divert applicants' participation in
1 6 the family investment program if the applicants would
1 7 otherwise be eligible for assistance. Incentives may be
1 8 provided in the form of payment, a loan, or services with a
1 9 focus on helping applicants to obtain or retain employment.
1 10 The diversion program subaccount may also be used for
1 11 payments, loans, or services to participants as necessary to
1 12 cover the expenses of removing barriers to employment. The
1 13 department may provide for a loan from the diversion
1 14 subaccount to be repaid with money or community service or a
1 15 combination of money and community service.
1 16 EXPLANATION
1 17 This bill authorizes the family investment program
1 18 diversion subaccount created in Code section 239B.11 to be
1 19 used for loans to meet expenses relating to obtaining or
1 20 retaining employment.
1 21 The bill authorizes the loans for both applicants and
1 22 participants in the family investment program and allows the
1 23 department of human services to provide for loan repayment
1 24 with money, community service, or a combination of the two.
