PAG LIN 1 1 Section 1. NEW SECTION. 15.361 SHORT TITLE. 1 2 This part shall be known and may be cited as the 1 3 "Sustainable Business Program". 1 4 Sec. 2. NEW SECTION. 15.362 PURPOSE. 1 5 The purpose of this part shall be to provide a mechanism 1 6 for promoting sustainable business in the state and assist 1 7 state government in providing institutional support for 1 8 sustainable business. 1 9 Sec. 3. NEW SECTION. 15.363 SUSTAINABLE BUSINESS 1 10 PROGRAM. 1 11 1. The department shall establish and administer a program 1 12 to assist in the development of sustainable business in the 1 13 state. For purposes of this part, "sustainable business" 1 14 means a business which obtains raw materials from sustainable 1 15 resources, employs manufacturing processes which have 1 16 insignificant environmental impact or omissions, or produces 1 17 products which are environmentally benign or provide a 1 18 solution to an environmental problem. 1 19 2. The program shall promote sustainable business 1 20 development in the state by doing all of the following: 1 21 a. Identifying areas in the state economy which can 1 22 benefit strongly from sustainable business development. 1 23 b. Assisting in the expansion of sustainable businesses 1 24 that are currently located in the state. Assistance shall 1 25 include providing technical assistance, coordinating existing 1 26 financial assistance and incentives, encouraging joint 1 27 ventures, and developing policy recommendations and public 1 28 procurement initiatives to assist sustainable businesses in 1 29 the state in expanding their job base, market share, or 1 30 output. 1 31 c. Assisting in the conversion of existing traditional 1 32 businesses to sustainable businesses. Conversion shall be 1 33 accomplished through education, coordinating networks between 1 34 traditional businesses and successful sustainable businesses, 1 35 fostering joint ventures, and providing financial assistance 2 1 for the adoption of sustainable practices by traditional 2 2 businesses. 2 3 d. Recruiting new sustainable business to the state. 2 4 3. The program shall assist the government of the state in 2 5 providing institutional support for sustainable business by 2 6 doing all of the following: 2 7 a. Developing comprehensive public procurement policy 2 8 recommendations and guidelines for the purchasing of 2 9 sustainable products by government entities. 2 10 b. Coordinating state agency activities to support 2 11 sustainable practices of businesses. 2 12 EXPLANATION 2 13 This bill provides for the department of economic 2 14 development to establish and administer a program to assist in 2 15 the development of sustainable business in the state. 2 16 Sustainable business means a business which obtains raw 2 17 materials from sustainable resources, employs manufacturing 2 18 processes which have insignificant environmental impact or 2 19 omissions, or produces products which are environmentally 2 20 benign or provide a solution to an environmental problem. 2 21 The bill provides that the program shall promote 2 22 sustainable business development in the state by identifying 2 23 areas in the state economy which can benefit from sustainable 2 24 business development, assisting in the expansion of 2 25 sustainable businesses that are currently located in the 2 26 state, assisting in the conversion of existing traditional 2 27 businesses to sustainable businesses, and recruiting new 2 28 sustainable business to the state. 2 29 The bill provides that the program shall assist the 2 30 government of the state in providing institutional support for 2 31 sustainable business by developing comprehensive public 2 32 procurement policy recommendations and guidelines for the 2 33 purchasing of sustainable products by governmental entities 2 34 and coordinate state agency activities to support sustainable 2 35 practices of businesses. 3 1 LSB 4016HH 77 3 2 tm/jl/8
