  1  1    Section 1.  Section 280.18, unnumbered paragraph 2, Code
  1  2 1997, is amended to read as follows:
  1  3    In order to achieve the goal of improving student
  1  4 achievement and performance on a statewide basis, the board of
  1  5 directors of each school district shall adopt goals that will
  1  6 improve student achievement at each grade level in the skills
  1  7 listed in this section and other skills deemed important by
  1  8 the board.  Not later than July 1, 1989, the At a minimum,
  1  9 each board shall adopt a goal of addressing the educational
  1 10 inequities among Iowa's minority students and develop plans
  1 11 for improving minority student academic performance.  The
  1 12 board of each district shall transmit to the department of
  1 13 education its plans for achieving the goals it has adopted and
  1 14 the periodic assessment that will be used to determine whether
  1 15 its goals have been achieved.  The committee appointed by the
  1 16 board under section 280.12 shall advise the board concerning
  1 17 the development of goals, the assessment process to be used,
  1 18 and the measurements to be used.  
  1 19                           EXPLANATION 
  1 20    This bill requires the boards of directors of school
  1 21 districts to include in their goals for student achievement
  1 22 and performance a goal of addressing the educational
  1 23 inequities among Iowa's minority students.  The boards are
  1 24 also directed to develop plans for improving minority student
  1 25 academic performance.
