1 1 Section 1. Section 280.14, Code 1997, is amended to read
1 2 as follows:
1 3 280.14 SCHOOL REQUIREMENTS.
1 4 The board or governing authority of each school or school
1 5 district subject to the provisions of this chapter shall
1 6 establish and maintain adequate administration, school
1 7 staffing, personnel assignment policies, teacher
1 8 qualifications, certification requirements, facilities,
1 9 equipment, grounds, graduation requirements, instructional
1 10 requirements, instructional materials, maintenance procedures
1 11 and policies on extracurricular activities. Any policy on
1 12 extracurricular activities adopted by a board or governing
1 13 authority shall permit the involvement of parents in an
1 14 extracurricular activity. In addition the board or governing
1 15 authority of each school or school district shall provide such
1 16 principals as it finds necessary to provide effective
1 17 supervision and administration for each school and its faculty
1 18 and student body. An individual who is employed or contracted
1 19 as a superintendent by a school or school district may also
1 20 serve as an elementary principal in the same school or school
1 21 district.
1 22 EXPLANATION
1 23 This bill requires the boards of directors of school
1 24 districts and the governing authorities of accredited
1 25 nonpublic schools, when adopting policies on extracurricular
1 26 activities, to include in the policy a provision permitting
1 27 the involvement of parents.
