  1 17 EXPLANATION
1 18 This bill repeals Code section 455D.11A which relates to

1 25 provide for closure of the facility. The Code section
1 26 provides the department with powers related to the
1 27 implementation of the financial assurance requirements, the
1 28 acceptable forms of financial assurance, requirements when the
1 29 financial assurance is in the form of a surety bond, the
1 30 required amounts of financial assurance, prohibitions against
1 31 assigning the financial assurance instrument and using the
1 32 instrument to pay a final judgment against the permit holder,
1 33 and an exception to all of the financial assurance
