PAG LIN 1 1 Section 1. ABSTINENCE EDUCATION PILOT PROGRAM – CHOOSING 1 2 THE BEST – ADOLESCENT PREGNANCY PREVENTION APPROPRIATION. 1 3 1. The department of human services in cooperation with 1 4 the department of education and the Iowa department of public 1 5 health shall implement an abstinence education pilot program 1 6 entitled "Choosing the Best" to be implemented in both rural 1 7 and urban school districts in grades six through nine, which 1 8 includes negotiating a contract with university of Iowa 1 9 basketball star Jess Settles to develop a video for use in the 1 10 program. The department shall implement the program to comply 1 11 with the requirements of section 912, Subchapter V of the 1 12 federal Social Security Act, as codified in 42 U.S.C. } 701 et 1 13 seq., which provides that abstinence education means an 1 14 educational or motivational program which includes the 1 15 following: 1 16 a. Has as its exclusive purpose teaching the social, 1 17 psychological, and health gains to be realized by abstaining 1 18 from sexual activity. 1 19 b. Teaches abstinence from sexual activity outside of 1 20 marriage as the expected standard for all school age children. 1 21 c. Teaches that abstinence from sexual activity is the 1 22 only certain way to avoid out-of-wedlock pregnancy, sexually 1 23 transmitted diseases, and other associated health problems. 1 24 d. Teaches that a mutually faithful monogamous 1 25 relationship in the context of marriage is the expected 1 26 standard of human sexual activity. 1 27 e. Teaches that sexual activity outside of the context of 1 28 marriage is likely to have harmful psychological and physical 1 29 effects. 1 30 f. Teaches that bearing children outside of marriage is 1 31 likely to have harmful consequences for the child, the child's 1 32 parents, and society. 1 33 g. Teaches young people how to reject sexual advances and 1 34 how alcohol and drug use increase vulnerability to sexual 1 35 advances. 2 1 h. Teaches the importance of attaining self-sufficiency 2 2 before engaging in sexual activity. 2 3 2. It is the intent of the general assembly that from the 2 4 funds appropriated to the department of human services for 2 5 community-based programs-adolescent pregnancy prevention for 2 6 the fiscal year beginning July 1, 1997, and ending June 30, 2 7 1998, the following amount, or so much thereof as is 2 8 necessary, is allocated for the following: 2 9 For the required matching of federal funding to be received 2 10 on or after October 1, 1997, and for implementation of an 2 11 abstinence education pilot program to be implemented in both 2 12 urban and rural school districts in grades six through nine: 2 13 .................................................. $ 318,092 2 14 If federal funding is not received on or after October 1, 2 15 1997, the moneys allocated under this Act shall alone be used 2 16 for the purposes of this Act. 2 17 EXPLANATION 2 18 This bill directs the department of human services, in 2 19 cooperation with the department of education and the Iowa 2 20 department of public health, to implement an abstinence 2 21 education pilot program entitled "Choosing the Best" in both 2 22 rural and urban school districts in grades six through nine 2 23 which includes negotiating a contract with university of Iowa 2 24 basketball star Jess Settles to develop a video to be used in 2 25 the program. The bill defines abstinence education and 2 26 provides funding for the pilot program through allocation of 2 27 moneys appropriated to the department of human services for 2 28 community-based programs-adolescent pregnancy prevention. It 2 29 is expected that federal funding will be available on or after 2 30 October 1, 1997.
