1 4 ESTABLISHING A COUNTY ISSUANCE OF MOTOR VEHICLE LICENSES
1 5 STUDY AND PROVIDING EFFECTIVE DATES.

1 7 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:

1 9 Section 1. There is established a county issuance of motor
1 10 vehicle licenses study committee to study, make
1 11 recommendations regarding, and oversee the implementation of a
1 12 uniform system for the issuance of motor vehicle licenses by
1 13 county treasurers if a system is implemented. The committee
1 14 shall consist of thirteen members as follows:
1 15 1. Five county treasurers chosen by the Iowa association
1 16 of county treasurers.
1 17 2. The director of the department of transportation or the
1 18 director's designee.
1 19 3. The director of the office of driver services of the
1 20 state department of transportation or the director's designee.
1 21 4. The director of audits for the state department of
1 22 transportation.
1 23 5. The executive director of the Iowa motor truck
1 24 association or the executive director's designee.
1 25 6. The executive director of the American automobile
1 26 association of Minnesota/Iowa or the executive director's
1 27 designee.
1 28 7. The auditor of state or the auditor's designee.
1 29 8. The certified public accountant and the operations
1 30 research analyst who are members of the county finance
1 31 committee established under section 333A.2.
1 32 The committee shall be staffed by the legislative service
1 33 bureau.
1 34 Sec. 2. The committee shall study the experience of the
1 35 six counties currently authorized to issue motor vehicle
2 1 licenses under section 321.179 and take testimony from the
2 2 department of transportation, customers in the six counties,
2 3 and other interested parties regarding the implementation of
2 4 an expanded system of county issuance of motor vehicle
2 5 licenses, including commercial driver's licenses.
2 6 The committee shall also do the following:
2 7 1. Make a comparison of the costs related to the issuance
2 8 of driver's licenses by the department and the six counties
2 9 and methods for tracking costs of issuance of driver's
2 10 licenses on a statewide basis, including the length of time
2 11 necessary to track the costs to ensure the results provide an
2 12 accurate representation of the costs incurred by the counties
2 13 and the department. The committee shall also provide an
2 14 analysis of transition and future costs of operation if
2 15 statewide county issuance of driver's licenses is recommended.
2 16 2. Consider the need for and recommend comprehensive and
2 17 consistent guidelines for all driver's license activities.
2 18 3. Conduct a customer survey in the six counties currently
2 19 issuing driver's licenses and at selected driver's license
2 20 stations operated by the department.
2 21 4. Make a recommendation on whether the issuance of
2 22 driver's licenses by county treasurers should be expanded,
2 23 whether the department should provide more hours of operation
2 24 at some or all driver's license stations, whether the current
2 25 law should remain unchanged, or whether other changes should
2 26 be made. The recommendations shall include an analysis of the
2 27 potential impact upon the continued quality, consistency,
2 28 effectiveness, and services provided by current driver's
2 29 licensing operations for commercial and noncommercial drivers.
2 30 Following delivery of its recommendations, the committee
2 31 shall act in an advisory capacity regarding the implementation
2 32 of a county issuance program enacted should one be enacted and
2 33 signed into law. The committee shall report to the general
2 34 assembly not later than January 1, 1998, and shall be
2 35 dissolved December 21, 1998.
3 1 Sec. 3. EFFECTIVE DATE. This Act, being deemed of
3 2 immediate importance, takes effect upon enactment.
